Biography
Born March 26, 1855 in the Vologda province. In 1878, a fourth-year student A.F. Maltsev worked as a “mediocre doctor” in typhoid hospitals in St. Petersburg and took part in the fight against the plague epidemic in the Saratov province. In 1880 he graduated from the St. Petersburg Medical and Surgical Academy . In the same 1880, upon completion of the training course, A.F. Maltsev was appointed to the post of head of the department for the mentally ill of the Vologda Provincial Zemstvo Hospital.
A year later, "passed the verbal practical exam for the degree of doctor of medicine", thereby obtaining the right to defend a doctoral dissertation. During the years 1884-85 he was on a business trip at the clinic of prof. I.P. Merzheevsky . In 1886 - the resident of the psychiatric clinic of the Kazan Regional Hospital at Kazan University , was an assistant to Professor V. M. Bekhterev .
In mid-1886 he was appointed director of the Poltava Psychiatric Hospital. In 1892 he was the initiator and builder of the Church of the Sign of the Blessed Virgin Mary at the Psychiatric Hospital. In addition to activities in the field of Zemstvo psychiatry, Maltsev took part in the affairs of various institutions. In 1893, at his request, a school was opened for the children of the servants of the Poltava charitable institution, where he is also a trustee.
Since 1893, he was a member of the Poltava district branch of the Diocesan School Council, and in 1912 he was appointed an honorary member of this branch, since 1905 he was a member of the Committee of the Poltava St. Makaryevsky Brotherhood. On May 2, 1902, in St. Petersburg, he defended his thesis "History and Present State of the Mentally Ill in Poltava Province." Its censors and official opponents were academician V.M. Bekhterev, professor G. G. Skorichenko and privat docent R. Ya. Rosenbach. Since 1906 he was a supernumerary member of the Diocesan School Council, and in 1911 he was approved as a permanent member of the Diocesan School Council.
Since 1907, he was a fellow chairman of the Poltava Scientific Archival Commission, and since 1911 its honorary member. Author of textbooks on psychiatry and pharmacology. Participated in the work of the Poltava Scientific Archival Commission. During the years 1886-1917 he published annual reports of the hospital. He died in Poltava in 1926.
