Timbalan Young di Pertuan Agong

Timbalan Young di Pertuan Agong ( Malaysian “Deputy of the Supreme Lord” ) - the title of Deputy Supreme Ruler (elected monarch) of the Malaysian Federation and Malaysia , convenes and presides over the Council of Rulers.

Constitutional Status

In accordance with Art. 33 of the 1957 Constitution of Malaysia, Timbalan Young di Pertuan Agong is the First Deputy Supreme Ruler of the Malay Federation. Timbalan Young di Pertuan Agong is elected by the Council of Rulers of Malaysia for a term of 5 years from among the rulers of the monarchies that make up the Malay Federation. During his reign, Timbalan Young di Pertuan Agong may at any time resign from his post by sending his own written application to the Council of Governors of Malaysia , and may also be removed from office by the Council of Governors. The constitution prohibits Timbalan Young di Pertuan Agongu from holding any paid positions, or from actively participating in any commercial enterprise.

In the case when the position of Young di Pertuan Agong is vacant, as well as at any time when Young di Pertuan Agong is unable to exercise his official duties due to illness or for other reasons, this is done by Timbalan Young di Pertuan Agon. In the event of death or voluntary resignation, Young di Pertuan Agon Timbalan Young di Pertuan Agon usually becomes the king of Malaysia.

Election of Timbalan Young di Pertuan Agong

Only the ruler ( monarch ) of the subject of the Federation may be elected to this position, with the exception of one of three circumstances:

  • this ruler is a minor
  • he notified the Keeper of the State Press of his unwillingness to be elected,
  • The Board of Governors by secret ballot decided that for any reason (for example, due to mental or physical disorders), he is not suitable for the position of Timbalan Young di Pertuan Agong.

The resolution on the election of Timbalan Young di Pertuan Agong is adopted only if at least five members of the Council of Governors vote for it. The Council of Rulers proposes the position of Timbalan Young di Pertuan Agong to the ruler whose State is the first on the electoral list, and if he refuses, the ruler whose State is next on this list, etc., until the next ruler agrees to the occupation this post. Since 2011, the electoral list is as follows:

  1. Pahang
  2. Johor
  3. Perak
  4. Negri Sembilan
  5. Selangor
  6. Perlis
  7. Terengganu
  8. Kedah
  9. Kelantan

After each election, this list changes as follows: the names of the states preceding the list to the state whose ruler is elected are transferred (in the order in which they appear on the list) to the end of this list; and the name of the state whose ruler is elected is put on the list last. Since 2016, this post has been held by Nazrin Muizuddin Shah Sultan of Perak [1] .

Together with Timbalan Young di Pertuan Agong, the Council of Rulers elects the King of Malaysia with the title Young Di Pertuan Agong . Five years later, subject to all formalities (if death of Young di Pertuan Agong and Timbalan Young di Pertuan Agong does not happen), the king becomes Timbalan Young di Pertuan Agong [2] .

In the event of death or renunciation of power in his state, the Timbalan Young di Pertuan Agong convenes a new meeting of the Council of Rulers at which a new Timbalan Young di Pertuan Agong is elected. Prior to the expiration of the term of office of the current Young di Pertuan Agong, the state of the previous Timbalan Young di Pertuan Agong has, subject to all formalities, to recommend its ruler to this post.

Facts

  • In the history of Malaysia, only two kings (the very first and present) did not hold the posts of Timbalan Young di Pertuan Agong.
