Biography

Orthodox, peasant of the village of Yevseyev Gora of the Luzhitsky volost of the Yamburg district [1] .

Up to fourteen years old shepherd cattle, helping his father with his earnings. He graduated from the parish school , two-year school and the Zemstvo teacher's seminary (1897).

After spending five years as a rural teacher in Yamburg County, he joined the provincial zemstvo as an employee of the evaluation and statistics department. In 1909-1911 he was a member of the Yamburg County Zemstvo Council . Then he returned to service in the provincial zemstvo as a zemstvo insurance agent for the Yamburg district.

In 1912 he was elected to the State Duma from the St. Petersburg province by a congress of commissioners from volosts. He was the secretary of the progressive faction. In protest against the withdrawal of the faction from the Progressive bloc, he transferred to the constitutional democratic faction. He was also a member of the Bureau of the Peasant Group. He consisted of the secretary of the commissions for military and naval affairs and the fight against German dominance, as well as a member of the commissions: on public education, resettlement, agriculture, on the labor issue and budget.

Since 1913, he was elected the vowel of the Yamburg district and St. Petersburg provincial zemstvo meetings, a member of the school council and chairman of the volost court . He was a full member of the Yamburg society "Enlightenment".

During the First World War, he was the head of the advanced dressing and nutritional unit named after the Moscow Exchange and Merchant Societies, then he was in the 3rd detachment named after the State Duma. On August 1, 1915, against the backdrop of the success of the military restriction on the sale of alcohol , together with P.K. Makogon, he introduced the legislative proposal “On Approving Eternity in the Russian State of Sobriety”. He was a member of the Council of the All-Russian Society for Prisoners of War Relief [2] .

Participated in the February Revolution . From March 1 to March 16, 1917 he was commissioner of the Provisional Committee of the State Duma for the Protection of the State Bank . Since March 3, together with I.N. Mankov, he took part in a meeting of representatives of workers, the army, navy and public organizations of Revel , and helped to restore order in the city. Since the end of April, he was chairman of the subcommission of benefits under the Joint Commission of the Main Directorate of the ROCC . May 15, 1917 elected chairman of the Petrograd provincial zemstvo council. Since June 16, 1917 he was a member of the VKGD.

On August 6, 1917, he was elected a member of the Local Council of the Orthodox Church as a representative from the State Duma, but was expelled due to his absence in Petrograd . He was a member of the Provisional Council of the Russian Republic .

After the October Revolution, he returned to Yamburg, then went to Estonia. In August 1919 he became part of the North-West Government : first he was the Minister of Confession, and from October 1, 1919 - the Minister of the Interior. After the defeat of the Northwest Army, together with V.L. Gorn, he remained in Revel to liquidate the affairs of the Northwest Government. He was a member of the Committee of Russian Emigrants.

In exile in France. In the 1920s he lived in Lyon, was a member of the parish council of the local Orthodox church. Mentioned in the memoirs of Metropolitan Eulogius [3] :

 A family of princes Obolensky lived in Lyon. The princess, a lively, energetic person, wanted to prove herself a church activist and organized a school. When I arrived in Lyon, she invited me to breakfast. I made it clear that a priest should be invited ... There was a scandal at breakfast. A member of the Parish Council, a former member of the State Duma Evseev, instead of greeting, burst into an accusatory speech against Fr. rector. I cut short the speaker: "Your words are an insult to hospitality ... I will listen to you, but in a different setting." 

According to the emigrant newspaper Vesti Denia, in June 1930 he rented a farm in the south of France [4] . The further fate is unknown. Was married.
