South Kazakhstan Regional Universal Scientific Library

The historical time of the South Kazakhstan OUNB begins the countdown from 1899, when in honor of the 100th anniversary of the birth of A.S. Pushkin . a library named after him was created at the expense of the city treasury, and which opened on May 27 ^[1] . Currently, SK OUNB is a methodological center for regional libraries, a large repository of SKO publications, and a generator of automated library information resources.

The state institution of the SK OUNB named after Otyrar is a subordinate organization of the South Kazakhstan Regional Department of Culture ^[2] . Director of the Law Office of the OUNB named after Otyrar since 2006 - N. Altayeva ^[3] .

The fund for all branches of knowledge is completed at the expense of state funds, book exchange, gifts and donations. The archival part of the literature fund about the region is subject to constant storage, replenished as a result of its scientific study and retrospective acquisition. The library is included in the list of organizations to which Kazakhstan abstracts of dissertations are sent without fail ^[4] . Particular attention is paid to filling in the gaps of local publications until 1937-1938, preserving and digitizing the collections of SKO newspapers, and personal collections of individuals - well-known natives and figures of SKO .

Since 1998, the South Kazakhstan National Library of the National Library of Belarus has been maintaining an Electronic Library Catalog, an Electronic Bibliographic Card Index of articles and parts from collections and monographs, and forms a full-text Database, concluding agreements with authors. South Kazakhstan OUNB takes part in the formation of the Kazakhstan National Electronic Library (KazNEB) ^[5] and the Kazakhstan Center for Corporate Cataloging (KCCK) ^[6] .

The structure of SK OUNB provides processes for the acquisition, storage and preservation of library collections, the distribution of literature to homes and reading rooms, the search for information on catalogs, card indexes, encyclopedias, bibliographic aids, on the Internet, as well as methodological support for regional libraries. The main functional services of the SK OUNB include: Subscription; Reading rooms; Sector of periodicals; Department of literature in foreign languages; Information and bibliographic department; Picking department; Department of processing and organization of catalogs; Department of storage of fixed assets; Scientific and methodical department; Automation Service. With the assistance of partners, additional services were opened in the UK OUNB: “Information Center” ^[7] , “American Corner” ^[8] , “Club of English Language Lovers” and others. Internet access is becoming part of the library services of readers. Access points are available in the Internet room and other rooms. The number of access points will increase, including due to wireless Wi-Fi-based access points from the user's computer.

South Kazakhstan OUNB made a certain contribution to the development of the country's library business. It was this library that was entrusted with the first in Kazakhstan in the early 70s of the XX century to create an experiment in reorganizing the network of state mass libraries based on the principles of centralization. The Centralized Library System (CBS) ^{[9] of the} city ​​of Kentau, South Kazakhstan Region, has become an experimental model for creating a CBS of an industrial city ^[10] .

A serious document for the libraries of the republic was the Sample thematic plan for completing the library fund, compiled on the basis of the SK OUNB and the Kaskelen regional library ^[11] . South Kazakhstan OUNB is a methodological center for urban and regional centralized library systems. The 11 district central library centers include: Baidibek (Central District Library (RCH) in the village of Shayan ), Kazygurt (RCH in the village of Kazygurt ), Maktaaral (RCH in the city of Zhetysay ), Ordabasinskaya (RCH in the village of Ordabasy ), Otyrarskaya (RCH in ), Sairam (CRH in the village of Aksukent ), Saryagash (CRH in the village of Saryagash ), Suzak (CRH in the village of Sholakkorgan ), Tolebiyskaya (CRH in the city of Lenger), Tulkubasskaya (CRH in the village of Turar Ryskulov ), Shardarinskaya (TsR in the village of Turar Ryskulov ) )

Participation in national, international and regional projects

• Shymkent became the first city in the South Kazakhstan region to receive the status of the Library Capital ^[12] . According to the conditions for choosing the Library Capital, the Akimat of the region promotes the transformation of the material and technical part of libraries, libraries prepare presentations of new forms of library information work according to their original methods and scenarios, and the Library Association of the Republic of Kazakhstan (BARK) is testing the results, plans, projects of its activities. In 2007, Shymkent received participants from regions of the republic and libraries of other countries. The main practical work on a large-scale republican event was performed by the team of the methodological center of the region - SK OUNB. The extensive program, including the scientific and practical conference “Book and the Great Silk Road”, was fully implemented, and the Resolution was adopted as a result.
• The South Kazakhstan OUNB in ​​the person of Vakhitova Irina Fuatovna, who worked as a director until 2006, first participated in the 61st session of the Council and IFLA General Conference “Library of the Future”. The event took place on August 20-26, 1995 in the city of Istanbul, Turkey ^[13] and had an impact on the active introduction of high information technologies in the work of the UK ONB.
• South Kazakhstan ONUB not only takes part in the IFLA General Conferences, but also cooperates with IFLA on various programs of this authoritative international organization. With the assistance of the BARK, a republican training on the IFLA program “Creating Strong Library Associations” (IFLA BSLA) was conducted on the basis of the SKL OUNB and the Central Library of the Central Library of Turkestan ^[14] .
• South Kazakhstan OUNB is one of the founders of the Association of library workers of the South Kazakhstan region.

South Kazakhstan OUNB occupies a multi-story building in the administrative center of the city. The construction is fundamental. Landscaped rooms have appropriate sanitary hygiene facilities for employees and readers. In the new administrative center of Shymkent, it is planned to build a modern building of the SK OUNB that meets the sanitary-hygienic requirements for the safety of the library stock, is equipped to use hi-tech achievements in work ^[15] .

The rights and obligations of readers of the UK ONB are determined by the Rules for readers of the UK OUNB. Citizens of the Republic of Kazakhstan and foreign countries who have reached the age of majority and have a state-issued identification document have the right to become a reader of the UK ONB Legal Code. The reader is registered and receives a permanent, temporary or one-time ticket that determines its status and user regulations. South Kazakhstan OUNB serves the population for free. The list and cost of additional services are limited by the Law "On Culture", the Law "On Copyright and Related Rights", articles of the Constitution on the preservation of historical and cultural heritage, other laws of the Republic of Kazakhstan and departmental regulations.
