Viktor Vasilyevich Plissov (born September 14, 1935, Maikop ) - Soviet state and party leader. Biography

Born on September 14, 1935 in Maykop . In 1960, he graduated with honors from the Moscow Energy Institute with a degree in hydraulic engineering and construction engineering. In the same year he came to Divnnogorsk for the construction of the Krasnoyarsk Hydroelectric Power Station , and worked as a master of the construction department of the “Grazhdanstroy”. In December 1960, he was elected secretary of the Komsomol committee of the Construction Directorate of KrasnoyarskGESstroy, and in 1961 the construction itself was declared the All-Union Komsomol shock construction of the Krasnoyarsk Hydroelectric Power Plant. With the formation of the city - the first secretary of the city committee of the Komsomol Divnogorsk. In those years, the Komsomol, together with the whole team of hydraulic builders, with the teams of other enterprises and organizations of the region, solved complex production and social problems of building the largest in the world Krasnoyarsk hydroelectric station. For the successful solution of these tasks, for the great contribution of Komsomol and youth to the construction of the Krasnoyarsk Hydroelectric Power Station and the city of Divnogorsk, active work on educating young people and in connection with the 50th anniversary of the Komsomol on October 25, 1968 by the Decree of the Presidium of the Supreme Soviet of the USSR Divnogorsk city Komsomol organization, the legendary Komsomol leader which was in his time Victor Plisov, awarded the Order of the Red Banner of Labor.

In 1964-1969, Viktor Vasilyevich worked as a foreman, head of the department for managing the main buildings of the Construction Department of KrasnoyarskGESstroy, and he took up one of the most difficult issues - for the first time in such harsh conditions to check the continuous concreting system in action. It was an experiment not just of national importance, but a scientific and technical project that was far ahead of its time. This manifested all the life credo of V.V. Such inventions, even if they did not take place, change life or the attitude to life.” [2]

Later, working as a secretary of the Krasnoyarsk Regional Committee of the CPSU, he continued cooperation with the creators of the hydropower power of the Krasnoyarsk Territory and the Khakass Autonomous Region that was part of it at the time, leading the regional coordination Council of the Commonwealth of Leningrad and Krasnoyarsk enterprises and organizations for the construction of the Sayano-Shushenskaya HPP.

During his tenure in various senior positions in the Krasnoyarsk Territory, he oversaw the construction of the Main, Kureyskoy, Boguchanskaya and other hydropower stations of the Krasnoyarsk Territory, Berezovskaya State District Power Plant and other facilities of the Kansk-Achinsk fuel and energy complex, power lines and other energy facilities of the region. He dealt with the construction of sports facilities of the 1982 USSR V Spartakiad of the Peoples of the USSR, health care facilities, culture, education and science, industry and many, many other issues, the solution of which contributed to the rapid development of the economy of the Krasnoyarsk Territory and its social sphere in the 1960s – 1980s. century.

In 1963 he was admitted to the CPSU.

He was elected a delegate of the All-Union rally of young builders of Siberia and the Far East in Krasnoyarsk in 1963, the XIV Congress of the Komsomol and the XXVII Congress of the CPSU , the IX World Festival of Youth and Students in Sofia . By the way, at the XIV Congress of the Komsomol, in April 1962, Viktor Vasilyevich invited the first cosmonaut Yu.A. Gagarin in Divnogorsk, and in September 1963, Yuri Alekseevich was a guest of the city Divnogorsk.

Since 1969 - on the party work: first secretary of Nazarovsky, and then Achinsk city committee of the CPSU, since 1974 - secretary of the Krasnoyarsk regional committee of the party, since 1982 - first secretary of the Khakassky regional committee of the CPSU. Since 1983 - Chairman of the Executive Committee of the Krasnoyarsk Regional Council of People's Deputies.

In April 1988, he was appointed Deputy Minister of Heavy, Energy and Transport Engineering of the USSR - Head of the Main Directorate for Design and Capital Construction.

In 1991–1998, he worked as Deputy Chairman of the Management Board of the machine-building concern Khimneftemash, Vice President of AO Khimmash ( Moscow ), First Deputy Commercial Director of the Corporation Montazhspetsstroy.
