Established
The date of legal registration of the Barnaul agglomeration can be considered October 14, 2009, when the agreement on its creation was signed by the Deputy Governor of the Altai Territory Yakov Ishutin , the head of the city of Barnaul Vladimir Kolganov , the head of the city of Novoaltaysk Alexander Ivanchenko, the head of the Pervomaisky district Vladimir Bokarev [5] .
Development
The Barnaul agglomeration was formed with the aim of creating a compact spatial grouping of settlements in the Altai Territory that have industrial, transport, commercial, cultural and social amenities. The spatial planning scheme of the Barnaul agglomeration was developed by the Moscow Institute Giprogor, approved in the spring of 2011 and is the first in Russia to go through the approval procedure in the established procedure in the Ministry of Regional Development of the Russian Federation . [6] . Later, the Barnaul Agglomeration for the Integration Development of Territories Association was created to coordinate agglomeration projects, and the federal authorities consider agglomeration development as a pilot project for all such in Russia [7] .
The boundaries and composition of the Barnaul agglomeration
Officially, the agglomeration according to the Territorial Planning Scheme of the Barnaul agglomeration includes the city districts of Barnaul and Novoaltaysk, as well as the Pervomaisky municipal district [4] . The Barnaul agglomeration was replenished with the Pavlovsky district. [8] .

At the same time, experts associate the further phased development of the Barnaul agglomeration with the gradual involvement in the economic relations of the population and other nearby suburban areas. [15] . Some experts in the Barnaul agglomeration already now broadly include not only the territories located northeast, east and southeast of Barnaul, but also other rural areas. E. Leyzerovich proposed the so-called Barnaul Economic Microdistrict, which includes the cities of Barnaul, Novoaltaysk and Zarinsk, as well as rural areas: Pervomaisky, Zalesovsky, Talmensky, Pavlovsky, Rebrikhinsky, Topchikhinsky, Kalmansky, Troitsky, Kosikhinsky, Kytmanovsky, Tognul, Tognul, Tognul ] . For the Barnaul Economic Microdistrict, the author estimated the area of 40 thousand km², the population was estimated at 1032 thousand inhabitants for 1979, 1137 thousand in 1990, 1142 thousand people in 2001. Other experts, recognizing that the agglomeration, in addition to Barnaul itself, includes Novoaltaysk, town. Siberian town Talmenka , however, indicate the presence of a “zone of influence” of the regional center, extending at least to regional centers lying within two hours of accessibility (Talmenka, Zarinsk, Kosiha, Troitsky, Kalmanka, Topchykha, Pavlovsk, Shelabolikha), and through them on the territory of these areas [18] .

Most enterprises of the Barnaul agglomeration are concentrated in the South (Central), Northern and Vlasikhinsky industrial zones. The South is located inside the built-up area, and the enterprises of the North and Vlasikhinsky industrial zones, in accordance with modern requirements of urban development, are moved outside the residential areas to the outskirts.

Transport
Two federal and a number of regional automobile routes A349 , M52 and P374 , P380 , Altai-Kuzbass pass through the agglomeration.

- Railways : Trans-Siberian Railway and Turksib pass through Barnaul . In Novoaltaysk there is a large railway junction - Altai station on which large freight trains are formed.
- Project: trolleybus service between Novoaltaysk and Barnaul [19]
- Program: development of the transport system of the Barnaul agglomeration provides for unloading roads with the highest traffic intensity. The project is designed until 2025. At the first stage, in the next two years, most of the roads in Barnaul will be brought into normative condition: this will reduce the accident rate.
In total, it is planned to repair 58 kilometers of Barnaul roads next year. Work will begin in April. According to Anatoly Voronkov, First Deputy Head of the Barnaul Administration, the streets on which asphalt will be changed in the first place have already been identified. [twenty]

The educational system includes 198 comprehensive schools, including: 67 lyceums, 7 gymnasiums, 7 boarding schools, an Olympic reserve school, an open (shift) comprehensive school. There are 8 music and art schools and an art school. Pre-school institutions are represented by 230 kindergartens, of which 7 are departmental kindergartens, 3 are private kindergartens, and the rest are municipal. For children with impaired physical and mental development, there is a network of compensatory-type kindergartens, as well as correctional groups in combined preschool institutions for children with tuberculosis infection. Today, kindergartens of the Barnaul agglomeration are attended by at least 40,000 children aged 1.5 to 6 years.
Health
As part of the Barnaul agglomeration, a single ambulance service has been created. The accumulated experience was applied on the territory of the Pavlovsky district: the village of Novye Zori has been served by the Barnaul Polyclinic since the beginning of 2016. [21] .
