Returning to Moscow , Lyagin with a group of intelligence officers sent to the city of Nikolaev to organize intelligence and sabotage work against the German invaders, led the activities of the underground anti-fascist group "Nikolaev Center" there. Lyagin’s group carried out a series of large-scale sabotage that inflicted heavy damage on manpower and equipment to the German invaders (destroyed the airfield, tank farm, warehouses, equipment of factories, sea vessels), extracted and transmitted valuable intelligence information about the enemy to the Center.
