The state concern Ukroboronprom ( ukr. State concern Ukroboronprom ) is an association of enterprises of the defense-industrial complex of Ukraine under state management.

Included in the list of enterprises of strategic importance to the economy and security of Ukraine [3] .
The concern includes defense companies that carry out economic activities in the development, manufacture, sale, repair, modernization and disposal of weapons, military and special equipment and ammunition, as well as participate in military-technical cooperation with foreign countries. The concern is responsible for strategic planning, coordination and improvement of the efficiency of defense industry enterprises, and interaction with government authorities.
According to Western researchers, the problem of corruption and lack of transparency of the budget in Ukroboronprom is particularly acute, even compared to the high level of corruption that is characteristic of the whole country as a whole [4] .
History
GC "Ukroboronprom" was established in accordance with the Decrees of the President of Ukraine No. 1085/2010 [5] , No. 1245/2010 [6] and Decisions of the Cabinet of Ministers of Ukraine No. 1221 of December 29, 2010 [7] , No. 993 [8] .
From 2010 to the beginning of 2014, the Concern included 134 enterprises of the military-industrial complex of Ukraine: 125 state and state-owned, as well as 9 joint-stock companies, in which the management of state corporate rights was transferred to the Concern.
Since September 2013, the enterprises participating in the Concern have been grouped into five main areas of activity and products:
- aircraft manufacturing and aircraft repair;
- precision weapons and ammunition;
- armored, automotive, engineering and special equipment;
- shipbuilding and marine engineering;
- radar, radio communications and air defense systems.
After the referendum on the status of Crimea was held on March 16, 2014, control over 13 Concern enterprises in the Crimea was lost [9] .
On March 18, 2014, the Prosecutor General's Office of Ukraine opened criminal proceedings on the facts of abuse of officials of the Ukroboronprom group of companies, as a result of which over 1.5 million hryvnas were illegally spent [10] .
March 29, 2014 and. about. Concern Director Yu. F. Tereshchenko reported that Ukroboronprom had already stopped the supply of weapons and military equipment to the Russian Federation [11] .
On June 16, 2014, President of Ukraine P. Poroshenko announced a ban on military-technical cooperation with the Russian Federation, including the delivery of dual-use products [12] .
July 1, 2014 and. about. Concern Director Yu. F. Tereshchenko reported that military-industrial cooperation with the Russian Federation was terminated and that in the future Ukraine " should establish cooperation with European countries, with NATO members " [13] .
On the same day, July 1, 2014, the Prosecutor General's Office of Ukraine reported on the results of the verification of the preservation of military property at state-owned enterprises transferred in 2011 from the Ministry of Defense of Ukraine to the Ukroboronprom Group of Companies. As a result of the inspection, numerous facts of the loss of weapons and military equipment were established. At 17 enterprises of the concern, the absence of 189 units of automobile and armored vehicles and dismantling of 440 units of aviation, artillery and other equipment was found, the amount of damage amounted to more than 27 million hryvnia [14] .
July 4, 2014 “Ukroboronprom” was headed by Roman Anatolyevich Romanov ( ukr. Roman Anatolyevich Romanov ) - a graduate of the International Institute of Management (MIM-Kiev), MBA. During his leadership, the Concern for the first time in a long time has become profitable. In 2016, the income of Ukroboronprom amounted to 28.3 billion hryvnia, and the volume of exports grew by 25%. [15] Also in 2016, for the first time in the history of Ukraine, the Day of the Defense Industry of Ukraine was held at NATO Headquarters and a strategy was developed for reforming the defense industry complex of Ukraine . The State Concern was the first among the industrial giants of the state to introduce an e-procurement system and in 2016 it saved 476.6 million UAH. [sixteen]
February 12, 2018 Roman Romanov announced his decision to resign as head of the Ukroboronprom State Concern. [17] On February 21, 2018, the President of Ukraine appointed Pavel Bukin, Director General of the Concern. [18]
At the end of April 2019, it became known that the National Security and Defense Council of Ukraine wants to liquidate the Ukroboronprom state concern and create a separate body with expanded powers instead [19] .
Current State
On August 26, 2014, the Cabinet of Ministers of Ukraine adopted Resolution No. 376 on the acquisition of all existing stocks of weapons, military equipment and military products from Ukroboronprom Group of Companies, as well as on immediate repair and modernization without additional approvals and permits of all military equipment 3-4 categories, which belongs to the Ministry of Defense and is located in the production facilities of the Ukroboronprom group of companies [20] .
October 23, 2014 it was announced that "Ukroboronprom" intends to unify the work of factories for the production of armored vehicles [21] .
In January 2015, the head of the Concern, Roman Romanov, said that the plans for the current year include an increase in the production of Oplot tanks from 5 to 40 units. And in 2016, the concern plans to reach the figure of 100–120 tanks annually.
In addition, the company "Ukroboronprom" established mass production of armored vehicles "Dozor", which had not previously been in service with the APU. [22]
At the end of January 2015, the leaders of the Ukroboronprom Group of Companies and the Yuzhnoye Design Bureau signed a document on deepening cooperation between enterprises in the field of peaceful space and import substitution.
On February 5, 2015, the Ukroboronprom Group of Companies announced the start of work on a program of reforming and developing the military-industrial complex of Ukraine for the period up to 2020 [23]
In April 2015, the first deputy head of the Ukroboronprom group of companies S. Pinkas said that the concern includes 96 enterprises, but the number of employees remained at the same level (60 thousand people), since in the fall of 2014, more than 2000 employees [24] .
On June 15, 2015, in accordance with a resolution of the Cabinet of Ministers of Ukraine, two more enterprises were transferred to the Ukroboronprom group of companies: KSAMC and 410th Civil Aviation Plant [25]
By its resolution of March 31, 2015, the Cabinet of Ministers of Ukraine excluded the state enterprise Antonov from the state aircraft-building concern Antonov and incorporated it into the Ukroboronprom. The Antonov state enterprise as part of the Concern increased its profit 4 times. [26]
In 2016, the Concern created in its structure an aircraft building cluster - the Ukrainian Aircraft Corporation.
In May 2016, Ukroboronprom took the 9th place in the rating of the most innovative companies in the country, which made Forbes Ukraine based on expert assessments. In the annual world rating of weapon manufacturers of the analytical publication Defense News, the Concern rose by 24 positions and took 68th place. [27] Western analysts noted the high rates of increasing the production of modern military equipment.
On August 26, Ukroboronprom signed a Memorandum of Cooperation with the former head of the Agency for Advanced Defense Research Projects (DARPA) Anthony Teter . He became Advisor on the long-term development of the Concern.
In 2016, Ukroboronprom presented a number of innovative developments. This is a working prototype of the Gorlitz multi-functional unmanned aircraft complex, an experimental prototype of the Phantom unmanned tactical multi-purpose vehicle, the Taipan combat module, the Myslyvets digital fire control system, the Doublet and Kastyte combat modules, and a 60-mm mortar CBA.118, An-132 transport aircraft .
In 2017, Ukroboronprom together with the American company Aeroscraft launched the M4 automatic rifle - WAC 47 according to NATO standards. The first batch of weapons is already on trial in the Ukrainian army. [28]
At the large-scale international exhibition IDEX-2017, the unmanned aerial vehicle "Phantom" from "Ukroboronprom" got into the TOP-5 rating of the analytical blog Defense Blog as the most interesting combat vehicle. [29]
In March 2017, the An-132 multi-purpose transport aircraft successfully made the first flight. [30] Ukroboronprom agreed with the companies TAQNIA (Saudi Arabia) and Havelsan (Turkey) to develop a new modification of the aircraft for the naval patrol service. [31]
At the 13th International Exhibition of Military Equipment "IDEF-2017" in Istanbul, "Ukroboronprom" presented a portable rocket launcher "Corsair" [32] produced by the local state-owned enterprise GKKB "Luch".
July 10, 2017 NATO Secretary General Jens Stoltenberg during his visit to Kiev, praised the Antonov transport aircraft [33] . He discussed with Roman Romanov, the head of Ukroboronprom, the prospects for expanding the SALIS program on strategic transportation for NATO member countries and speeding up the Concern’s transition to the Alliance’s output.
In 2017, the Concern took 62nd place in the annual world rating of arms manufacturers of the analytical publication Defense News in 2017 [34] . Western analysts noted the high rates of increasing the production of modern military equipment. In 2016, Ukroboronprom was in 68th place, and in 2015 - 92nd place.
For 2014-2017 "Ukroboronprom" rose by 14 positions - from 91 to 77 place - in the world ranking of manufacturers of weapons SIPRI. [35]
In 2017, Ukroboronprom together with the American company Delphi Corporation launched a new enterprise, Electric Systems. It has become the official supplier of components for Mercedes products. [36]
The Cyber Guard project from Ukroboronprom became the general partner of the HackIT-2017 cyber forum. The event was attended by Apple co-founder Steve Wozniak . [37]
In April 2019, the Economic Court of the Khmelnitsky region charged more than 5 million rubles from the Ukrainian plant, which is part of the state concern Ukroboronprom. at the suit of the Russian Aircraft Corporation (RSK) "MiG" [38] .
Export
According to the official data of Ukroboronprom, in the first nine months of 2014 (from the beginning of January to the end of September 2014), the concern exported military products worth $ 362.9 million [39] . In September 2014, Roman Romanov, the concern’s director, said that Ukroboronprom was reorienting from export contracts for the supply of arms and military equipment to Ukrainian security forces, while “this primarily concerns equipping the armed forces, the National Guard, special units of the Security Service of Ukraine, the national border service " [40] . Taking into account the weakening of the hryvnia exchange rate, compared to the level of 2013, export revenue in 2014 decreased 4.5 times [41] .
On October 22, 2014, the first deputy head of Ukroboronprom, Sergei Pinkas, said that Ukroboronprom intends to switch to NATO standards and intends to use foreign technologies in production [42] . In addition, the implementation of the ISO 9001 quality management system began at 60 major enterprises of the concern [43] .
Ukroboronprom increased exports by 25% in 2016. In 2015, the figure was 567 million dollars, and in 2016 - 769.5 million dollars. [sixteen]
Production volumes
In 2014, the concern manufactured products and provided services worth over 10 billion hryvnia [44] .
At the end of 2014-2016. "Ukroboronprom" fulfilled the state defense order at 100%. [45] In the second half of 2014, 2000 additional jobs were created at the concern's enterprises [46] , and another 13 enterprises of the concern became profitable [47] . In addition, for the second half of 2014, UAH 46 million of debt to employees of enterprises participating in the concern was repaid. In 2015, Ukroboronprom plans to create 3,000 new jobs [48] .
At the end of January 2015, the general director of the Ukroboronprom Group of Companies R. Romanov reported that over 100 defense industry enterprises remained in the concern, which employ about 60 thousand people, since 12 enterprises in the ATO zone in eastern Ukraine were lost. Of the remaining enterprises, 13 were in a state of rehabilitation or bankruptcy [49] .
In addition, in "Ukroboronprom" announced the implementation of the strategy of import substitution to ensure independence from the Russian production in the field of defense. In particular, in the second half of 2014, 30% of nomenclature names that were previously purchased in the Russian Federation, the concern’s enterprises began to produce with their own facilities [50] .
In 2017, the Concern 100% fulfilled the State Defense Order and transferred 3,673 weapons and equipment to law enforcement agencies, of which 2,053 were new and modernized. [51]

The structure of the group of companies "Ukroboronprom" includes:

In a separate group in the structure of the concern, enterprises-special exporters authorized by the state to carry out foreign economic activity in the field of export and import of military goods and dual use are consolidated. These enterprises perform the function of selling weapons and military equipment on foreign markets, including their after-sales service.

The main tasks of the Concern are:
- implementation of centralized regulation, control and coordination of activities of the Concern participants;
- assistance in the use and development of the export, production and scientific and technical potential of the Concern members;
- creating and providing a system for selling high-tech industrial products, generalizing the results of intellectual activity and the performance of works and services;
- assistance to the Concern members in conducting applied research in promising areas of science and technology, introducing advanced technologies into production;
- attracting investment in the military-industrial complex to create competitive samples of high-tech industrial products;
- development of relevant documents and implementation of marketing strategies;

The reform strategy of the defense industry of Ukraine
In 2016, Ukroboronprom developed a strategy for reforming the defense industry complex of Ukraine . It consists of 5 key initiatives:
- corporatization
- clustering
- audit,
- innovation development platform
- technology protection.
In 2016, an aircraft manufacturing corporation based on the Antonov State Enterprise was established, and the corporatization of 5 enterprises was agreed with the Ministry of Defense of Ukraine. The creation of 4 clusters in the field of armored vehicles, shipbuilding, precision weapons, radar systems, EW and communications continues. Terms of reference were developed for an independent audit by leading international consulting and auditing companies. In October 2016, the creation of the Innovation Development Platform was initiated to develop innovative defense projects and attract investments for their implementation.
The key objectives of reforming the defense of Ukraine are:
- reliability (ensuring the country's defense, preventing new threats to the state’s security, strengthening Ukraine’s international authority),
- passionarity (driver and stimulation of the reform of the military-industrial complex of Ukraine, creation of a favorable regulatory environment),
- innovativeness (a dynamic step ahead of the development of innovations, the involvement of all scientific levels in cooperation, partnership with global R & D centers),
- effectiveness (maximum productivity, strengthening of financial position, expansion of sales markets, development of human capital),
- openness and transparency (elimination of corruption schemes, transparent ownership of assets, favorable information policy, openness for international investors).
“Ukroboronprom” presented a new website-presentation of the strategy for reforming the defense industry complex of Ukraine. The site contains all the important materials on each of the areas of the strategy: corporatization, clustering, auditing, technology protection, and the launch of the Main Agency for Advanced Research and Development (GARDA), which will become a platform that brings together developers, start-ups, investment funds and the military.
In November 2017, Ukroboronprom began a new phase of reform - an international audit. A tender committee has been formed, which selects a consulting company. It is composed of a specialist Transparency International - Ukraine. [53]
