The Centralized Monitoring System ( English Central Monitoring System , CMS) is a computer-based tracking system used by the government of India, an analogue of the PRISM program of the NSA . Adopted by the Parliament of India in 2012 and began its activities in April 2013 [1] . The journalist of The Hindu newspaper S. Singh noted that the possibilities of this program “threaten to be as serious as the scandalous project PRISM of the US government” [2] .

Functions
CMS allows the government of India to listen in on telephone conversations, read emails and text messages in instant messengers, monitor messages on Facebook , Twitter , LinkedIn and track Google search [3] . CMS is able to intercept conversations on 900 million mobile and fixed telephone numbers of GSM and CDMA standards, and tracks the actions of 160 million Internet users in real time via secured dedicated Ethernet lines [2] .
CMS was developed at the state-owned Indian enterprise Telematics Development Center located on the outskirts of New Delhi.
Criticism
Human Rights Watch warned that CMS could jeopardize civil liberties by interfering with the privacy of Indian citizens [4] .
