History of the Center

In 1999, the governor of the Perm region wrote a decree on the creation of the regional Center for Cardiovascular Surgery. Two years later, an order was issued to merge the center with the regional cardiologic dispensary [3] .

The construction was funded by taxpayers' money (state capital investments) [4] . The center was built as part of the Health project [5] and was opened on February 28, 2012 and on June 8, 2012 the first patients were admitted [6] . The Center has multispiral computed and magnetic resonance tomographs, angiographic complexes. Since 2013, the center began classes in the Department of Cardiovascular Surgery and Invasive Cardiology, PGMA named after Academician E.A. Wagner. Lyalya Gabbasova (Director of the Department of the Federal Ministry of Health) noted that “The conditions that doctors have received here are among the best in Russia” [7] .

Medical staff

  • The chief physician is Sergey Sukhanov (born February 2, 1953), doctor of medical sciences, professor. Honorary Citizen of Perm Region, Honored Doctor of the Russian Federation [8] . It works from the base of the center [9] . Appointed by the Ministry of Health of the Russian Federation. Conducted 18 thousand operations [10] . Sergei Sukhanov painfully criticizes his institution. Center Reports

In January 2013, the regional department of Rospotrebnadzor conducted an audit of the center. According to Viktor Khoroshavin (deputy head of the Office of the Federal Service for Supervision of Consumer Rights Protection and Human Well-Being in the Perm Territory): “ During the inspection, 12 violations of the sanitary-anti-epidemic regime were revealed. The deadlines for eliminating the identified violations were determined - until April 1, 2013. Some of the violations were eliminated during the inspection ” [15] . The results of the verification of the regional administration of Rospotrebnadzor include the following observations [16] [17] :

  • “Quality and timely accounting of infections associated with the provision of medical care is not ensured”;
  • “Violation of the requirement for the organization of control”;
  • “It is not ensured that high-quality current disinfection is carried out” (“So, the anesthesiologist collected the medicine into the syringe without gloves. The resuscitator and the nurses worked without removing jewelry”)
  • “The center did not fully provide measures for the prevention of infectious complications after surgical interventions, etc.”

According to Lyudmila Fatkullina, “The above violations contributed to the harm to life and health of patient A. Fatkullina while staying at the Federal State Budgetary Health Center of the Ministry of Health of Russia (Perm)” [15] .

Natalya Andreevna Koziolova (President of the Cardiology Society of the Perm Territory, Head of the Department of Propaedeutics of Internal Diseases N2 of the Perm State Medical University named after Academician E.A. Wagner) noted:

... one of the problems of PFCCSS is the fact that the institution often fails to prepare the patient for surgery. Among other things, it implies the rehabilitation of all possible foci of infection. In addition, the high frequency of operations creates difficulties in processing operating rooms, and also deprives patients of the opportunity to undergo a full postoperative period ... [16]

Pseudomonas aeruginosa cases

In March 2013, upon the death of Anna Fatkullina, who died from blood poisoning, a criminal case was opened under article 109 of the Criminal Code of the Russian Federation (“Causing death by negligence”) [18] . Anna was operated on by the chief physician of the Perm Federal Center for Cardiovascular Surgery (PFCCSS) Sergey Sukhanov [19] . On April 15, 2013, investigation case No. 320 on the death of Ani Fatkullina due to its importance was transferred to the jurisdiction of the Ural District Directorate of SU SK [19] .

According to TV Center-Moscow , in December 2012, a boy Dima Lyadov and a number of adult men and women were infected with a Pseudomonas aeruginosa in the center - all of them died. “Violations, including those with a fatal outcome, have recently become almost the hallmark of the Perm cardiocenter.” [20] .

Beating a Resuscitated Patient

On February 21, 2013, Andrei Votyakov (head of the Department of Anesthesiology and Intensive Care at the Heart Institute [21] ) beat the patient to death after heart surgery [22] . In his defense, the doctor said that he had to work a shift at 36 hours without a break [23] [24] .

Three and a half months after the incident (July 3, 2013) [25] the video hit the Internet (and many federal media outlets) and only then was it fired from the Federal State Budgetary Institution Federal Center for Health and Public Health of the Russian Federation (Perm) [26] [ 27] . The Commission of the Public Chamber of the Russian Federation for monitoring reform of the healthcare system took control of the investigation [28] . A criminal case under part 4 of art. 111 ("deliberate infliction of grievous bodily harm, dangerous to human life, resulting in the death of a person through negligence") [29] . The grandfather of the deceased Ani Fatkullina commented on the situation as follows: “ Well, did Sukhanov catch on four months after the incident? After the video became public! It’s just that the system crashed, another leak of information occurred ” [23] .

The representative of the Ministry of Health of the Perm Territory in his commentary on the situation noted: “Since the Federal Center for Health and Social Development has federal subordination, let Skvortsova (head of the Ministry of Health of the Russian Federation) deal with this. We actually had no influence on Sukhanov. He did not obey our orders; he had to either ask him or recommend him. It turned out such a state in the state ” [30] .

On May 12, 2014, the court sentenced Votyakov to five months of corrective labor, a fine of 100 thousand rubles, and also forbade him to engage in medical activities for two years [31] .
