Biography

Bill Ratliff was born on August 16, 1936 in Shreveport , Louisiana . He was a child when his family moved to Texas. He graduated from high school in Sonora , Texas, in Sutton County. After that, Ratliff studied at the University of Texas at Austin and graduated with a degree in civil engineering [2] .

In 1988, he was elected to the Texas Senate from the Republican Party and worked as a state senator in 1989-2003 [1] [3] .

In December 2000, Texas Governor George W. Bush was elected President of the United States , with the result that Vice Governor Rick Perry took over as Governor of the State [4] . In this situation, an amendment to the Texas constitution was enacted in November 1984 by the Texas legislature ( Article 3.9a ), according to which, if a state’s vice-governor is vacant, the Texas Senate will elect a new vice-governor from among its members. will remain in office until the next regular election [5] [6] . Thus, the first (and so far the only) vice governor of Texas elected by the state senate in accordance with this amendment (and not through direct elections) was Bill Ratliff, who served as vice governor until January 2003 [4] .
