Ye-lii Pusuvan was the younger sister of the gurkhan Ye-lii Eli . When the gurkhan died in 1163, his son was still very small, and Pusuvan came to power. She took the title "Empress Chengyan" ( Kit. 承天皇 后 , Pinyin : Chéngtiān huánghòu ) and changed the motto of the board to "Chongfu" (崇福).

Under Empress Chengyan, Kara-Khitan finally switched to the practice of robber devastating raids in order to seize the spoils and punish the "guilty". So, in 1165 they plundered Balkh and Andhud , between 1169 and 1172 made a trip to Khorezm . The Khorezm campaign was caused by the fact that the Khorezmshah Taj ad-Din Il-Arslan did not pay tribute on time. As Ibn al-Athir wrote,

Khitai crossed the river Jeyhun, heading for Khorezm. His ruler, Khorezmshah Il Arslan ibn Atsyz, having heard [about it], gathered his troops and marched to Amuyie to fight with them and throw them away, but he fell ill and stopped there. He sent against them part of his troops with the senior emir; He met them, and they fought a fierce battle. Khorezmians fled, and their superior was captured. Khitai returned with him to Maverannakhr, and the Khorezmshah returned to Khorezm sick.

The Khitan did not dare to pursue the remnants of the Khorezmian troops and returned to the Chui Valley. The goal set before the Kara-Khitan punitive corps was not achieved: Khorezm stopped paying tribute.

In March 1172, Il-Arslan died in Khorezmshah, and his younger son, Jelal ad-Din Sultan-shah, entered the throne with the help of his mother Turkan. The eldest son, Ala ad-Din Tekesh , who was in charge of Jend at that time, refused to obey him and fled to the Kara-Khitan, from whom he requested help and promised to restore the tribute payment. The Khitan brought Tekesh to Khorezm; Sultan Shah and Turkan left the capital without a fight, and Khorezm again began to pay tribute to the Khitan.

In 1175, the Uighurs who arrived to Jurchen said that numerous nomadic tribes on the northern borders of the empire became very disturbing to Kara-Khitan people, and the gurkhan was forced to send a 50-thousand army against these tribes.

Empress Chengtian married Xiao Doluba, but at the same time "was in an illegal relationship with her husband's younger brother, Pugujishali." She gave her husband the title of "Prince - Peacemaker of the East" (東平王), but soon gave the order to kill him. Then the father of her husband Xiao Valila surrounded the palace with troops, and the empress was killed along with her lover. The second son, Eli Eli, Elu Julhu, was proclaimed the new emperor.
