KATEV

The KATEV International Public Foundation was established in 1997 on the basis of an agreement between Kazakhstan and Turkey in 1992 to coordinate the work of educational institutions on the Turkish side. Under the leadership of the International Public Foundation "KATEV" there are: 28 Kazakh-Turkish lyceums, Suleyman Demirel University , Suleyman Demirel College Lyceum, Zhambyl College of Economics in Taraz, international schools "SPECTRUM" and "GALAXY". [2]

The fund was transformed and received the name International Public Fund "BILIM-INNOVATION." At the moment, the head of the trustee fund is the Minister of Education and Science of the Republic of Kazakhstan. All private schools are managed by another fund - the International Public Fund "BILIM-ORDA". Both funds are headed by citizens of Kazakhstan. Teacher schools from more than 10 countries work in fund schools, including the UK, India, Australia, South Africa, and Chile. Altogether, 1,200 teachers work at Bilim Innovation institutions, more than 90% are citizens of Kazakhstan [3] .

Municipal Fund “BILIM-INNOVATION” is financed by state and local budgets. Whereas the BILIM-ORDA public organization exists on earned money. Financing from foreign countries does not have a fact, just as the financial resources of the funds do not leave Kazakhstan, but go to the development of the material and technical base, teaching materials and professional skills of school staff functioning under the management of funds.

A rigorous selection process is conducted on a competitive basis in schools of funds; in 2017, 25 candidates applied for one place at the lyceum [3] .

Turkish lyceums in other countries

Turkish lyceums also operate in other Turkic-speaking and Muslim countries. In 1999, Tashkent closed all Turkish lyceums in the country after relations with Ankara deteriorated. There are about 25 Turkish schools in Kyrgyzstan, including lyceums and two universities. There are six such institutions in Tajikistan. [4] Turkish lyceums in Azerbaijan also closed for political reasons in favor of the leadership of the Republic of Turkey. [5] A Moldovan-Turkish lyceum was opened in Gagauzia. In Pakistan, their number is 7. [6] [7] In Afghanistan, a lyceum has been operating since 1933. [8] In Mongolia, the city of Ulgiy has a Mongol-Turkish lyceum. Turkish schools are available in 170 countries. There are about 300 schools in America, the so-called cheekbones charters.

Russia

There were 7 Tatar-Turkish lyceums in Tatarstan: 3 in Kazan and one each in Almetyevsk, Bugulma, Naberezhnye Chelny and Nizhnekamsk. [9] There were lyceums in Chelyabinsk, St. Petersburg, Abakan, Moscow, Ulan-Ude [10] , and Cherkessk. In the Republic of Bashkortostan there are four (Ufa, Sterlitamak, Neftekamsk and Sibay). Since 1993, a lyceum in Cheboksary has been operating in Chuvashia. One lyceum opened in Karachay-Cherkessia and Tuva. In Yakutia (Republic of Sakha) - Sakha-Turkish Anatolian College in the city of Yakutsk. In Dagestan there are colleges and lyceums in Makhachkala, Derbent and the village of Buglei, Buinaksk district. One lyceum works in Astrakhan. [eleven]

Criticism

Politicians, as well as many scholars and journalists, suspect that pro-Turkic and religious ideas are being instilled in the program of these institutions, which could jeopardize secular regimes. [12] Ambassador Extraordinary and Plenipotentiary of the Republic of Turkey Nevzat Uyanyk called on the authorities to take action against the Kazakh-Turkish lyceums [13] . In addition, Nevzat Uyanyk commented on which educational institutions in Kazakhstan were opened with the support of the Turkish authorities: “Educational institutions that operate on the territory of the Republic of Kazakhstan and use the name“ Kazakh-Turkish school ”or“ Kazakh-Turkish lyceum ”have no relations with the state bodies of our country. ” [13] The ambassador refuted the Minister of Education and Science of the Republic of Kazakhstan, as well as the Ministry of Foreign Affairs of the republic. At the moment, all schools operate fully in accordance with Kazakhstani standards in education. Schools have proven the falsity of all the charges and are currently the leading educational institutions of the republic.
