An-2 with the tail number of the USSR-33181 of the Kazakh Territorial Administration of the Civil Air Fleet and under the control of the crew led by the commander (FAC)V. A. Ivanov performed a regular passenger flight from Semipalatinsk to Abai . In total, there were 2 crew members and 10 passengers on board [1] .
Shortly after departure, the crew fell into difficult weather conditions and decided to return. At this time, several passengers are in the cabin. Probably, it was rocked by a clatter and without the permission of the pilots they ran to the toilet located in the tail section. Such a movement of weight led to a shift in alignment of up to 40–42% with a permissible 33%, due to which the An-2 lost its longitudinal controllability and switched to stall . The crew tried to level the airliner using elevators , but in the situation that arose, they were not effective enough, and the low altitude did not make it possible to correct the situation by moving passengers back to their places and taking the plane out of stall. An-2 crashed into the ground near Semipalatinsk and completely collapsed. All 12 people on board died [1] .
