Biography
Born on June 24, 1947 in the village of Katerinovka, Lozovsky district, Kharkov region . His father was a worker, and his mother worked as a rural teacher [1] [3] [2] .
In 1970 he graduated from the Kharkov Institute of Mechanization and Electrification of Agriculture [1] [3] [2] .
In 1970 he worked as an assistant foreman of the tractor brigade [1] [3] [2] .
From 1971 to 1981 he was the chief engineer and mechanic of the collective farm. S. Ordzhonikidze in the Lozovsky district of Kharkov region [1] [3] [2] .
From 1981 to 1986, the chairman of the collective farm. XX Congress of the CPSU in the Lozovsky district of Kharkov region [1] [3] [2] .
In 1986, he was elected secretary of the Lozovsky city committee of the Communist Party of Ukraine [1] [3] [2] .
From 1987 to 1990, he worked as chairman of the Lozovsky district executive committee [1] [3] [2] .
In March 1990, he was elected deputy of the Kharkiv Regional Council, ran for election district No. 174 [1] [3] [2] .
May 5, 1990 was elected deputy chairman of the regional council [1] [3] [2] .
On April 21, 1992, after a secret ballot without competitors, he is elected chairman of the council [1] [3] .
From November 2, 1995 to March 27, 1997 he worked as Deputy Chairman of the Kharkiv Regional State Administration [1] [3] .
From 1996 to 2002, he again worked as chairman of the Kharkov Regional Council [1] [3] [2] .
In 1998 he was elected to the Kharkov Regional Council for the third time [1] [3] [2] .
From September 22, 1998 to December 28, 1999 he worked on a voluntary basis [1] [3] [2] .
From February 2, 2002 to 2005 he was appointed Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Armenia [1] [3] [2] .
From August 2005 to January 2008 - Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kyrgyz Republic [1] [3] [2] .
Achievement
He served as president of the Ukrainian Association of Local and Regional Authorities [1] .
He was a member of the Coordinating Council for Local Self-Government under the President of Ukraine and a member of the working group on preparing proposals for the development of local self-government under the President of Ukraine, as well as an adviser to the Prime Minister of Ukraine [1] .
There is a rank of Extraordinary and Plenipotentiary Envoy of Ukraine of the first class [1] .
