Biography
The early years
Claudius Kabalevsky was born on March 31, 1844 in the Kharkov province [1] [2] [3] . His father, Yegor Yegorovich Kabalevsky (1801-1868), was allegedly a military man and related to the sapper business [5] .
Initially, Claudius Kabalevsky studied at the Petrovsky Poltava Cadet Corps (1862) [1] [2] [4] [4] . June 22, 1862 entered the service [2] . Following the rank of non-commissioned officer he entered the Mikhailovsky Artillery School (1863) [1] [2] . June 12, 1863 received the rank of second lieutenant [2] . On August 25, 1865, Kabalevsky was assigned the rank of lieutenant and at the same time was renamed to lieutenant guard [2] . In 1869, on the first level, he completed the course of the Mikhailovsky Academy in St. Petersburg [1] [2] [3] [4] .
He served in various artillery units, the Bryansk Arsenal [1] [4] .
Then he entered the Petersburg Cartridge Plant of the Main Artillery Directorate [1] [4] , where he served as an assistant to the chief of the outfit department, and then the head of the outfit department [2] .

Lugansk cartridge factory
On October 12, 1892, the Highest Permission was approved by Alexander III - an inactive Lugansk foundry with all movable and immovable property from Gorny to the War Department [6] [7] .
In pursuance of the highest decree on June 4, 1893, Colonel Yegorovich Kabalevsky, artillery colonel [8] [1] [3] [4], was sent to Lugansk as the chairman of the economic construction commission for the construction of the Lugansk cartridge plant .
For a well-to-do relatives living in a beautiful house in St. Petersburg, the departure of the head of the family at first seemed a complete disaster [4] . Meanwhile, both the spouse and their three student children (daughter — a student of the Smolny Institute of noble maidens and two sons — students of a military school) resigned themselves to the will of fate and decided at the family council: to go to Klavdiy Yegorovich on purpose [4] .
The solemn laying of the cartridge factory took place on August 26, 1893 - five years after the closure of the foundry [6] .
The new enterprise was built in two years (a year and eight months [3] from August 2, 1893 to May 6, 1895 [1] ) and was an example of the use of advanced technologies of that time [6] [1] [4] . In particular, the cartridge plant under construction used electricity and telephone communications between workshops for the first time [8] [1] . The main equipment for it was purchased in England [9] from the Greenwood-Betley factory [10] , and only a small part was purchased from the St. Petersburg cartridge factory , also of foreign manufacture [10] .
On March 29, 1895, for the difference in service, Claudius Kabalevsky was awarded the rank of Major General [2] and he was appointed head of the Lugansk Cartridge Plant [1] [8] [3] [4] .
On the birthday of Emperor Nicholas II on May 6 (May 18), 1895, the grand opening of the Lugansk State Cartridge Plant [6] [11] [7] was held .
The plan of celebrations on the occasion of the opening of his brainchild was thought up and composed personally by K. E. Kabalevsky [12] [6] . In the delivered speech, Kabalevsky revealed the full significance of the constructed enterprise [6] [12] :
Having spent two million rubles generously allocated to us from the state treasury, we built an essentially new plant on the site of the old foundry, installed more than four hundred of the latest machine tools, boilers, steam engines and dynamos purchased in England, France, Germany, and also produced in many factories of our country. I find it necessary to say that Mother Russia never before in her history had an industrial enterprise with such perfect technological equipment, the first in Russia working on electric traction.
The Lugansk cartridge plant reached its design capacity in 1900 [9] , breathing new vitality into the village, which later became the city of Lugansk .
The Lugansk cartridge plant, which arose on the basis of the Lugansk foundry, was the city-forming enterprise for the village of Lugansk Plant . Therefore, the head of the enterprise was concerned about the development and arrangement of the village. In addition to participating in the construction and beautification during the work of Kabalevsky in February 1906, a school for the children of factory masters was opened in the village [1] [4] . At the same time, Claudius Kabalevsky is a member of the Artillery Committee of the Main Artillery Directorate [2] .
On October 6, 1906, before being dismissed from the post of director of the plant and retiring, Klavdiy Egorovich issued the last order No. 274 on awarding and promotion through the ranks [5] . The last paragraph of this order read [5] :
Goodbye dear employees and associates. The eleven years spent among you will remain in my grateful memory until the end of my life. May God grant you all all the best and good in your future service and life. December 10, 1906.
Retirement
On October 24, 1906, Kabalevsky was awarded the rank of lieutenant general and was dismissed from service “with a uniform and pension” [1] [4] . In addition to his military rank, Claudius Kabalevsky was awarded the noble title for the construction of the Lugansk cartridge plant [5] .
After the resignation, Claudius Kabalevsky and his family returned to St. Petersburg, where he lived to death [5] .
In Lugansk in 1907, in honor of Kabalevsky, in the Lugansk city school, he established a special scholarship, the Regulation on which was written [5] :
In memory of the service of the builder and first chief of the Lugansk cartridge plant, Lieutenant-General Klavdiy Yegorovich Kabalevsky, a scholarship is instituted at the Lugansk city school for his interest on capital of three hundred rubles collected by workers, workers, craftsmen and employees of the Lugansk cartridge plant and the Cartridge Inspection Commission.
The interest from the capital raised should go to pay for the education of a child from the poorest family of a factory worker and employee, and if he studied for free, then to purchase the necessary teaching aids and clothing [5] .
