From November 1995 to June 1996 - Permanent Representative of the President of Ukraine in the Verkhovna Rada of Ukraine.
From October 1996 to April 1998 - Deputy Chairman of the Verkhovna Rada of Ukraine. Then - the main consultant of the Scientific and Expert Department of the Secretariat of the Verkhovna Rada of Ukraine, deputy director for scientific work of the Institute of Legislation of the Verkhovna Rada of Ukraine.
By April 1998, he was a member of the Coordinating Council for Local Government under the President of Ukraine.
In 1998, he heads the Forward, Ukraine electoral bloc, which participated in the 1998 parliamentary elections , but does not get into parliament - the bloc won only 1.73% of the vote.
In 1999, Victor Musiyaka again led the party “Forward, Ukraine!”.
In the 2002 elections, he falls into the Verkhovna Rada of the 4th convocation according to the lists of the Our Ukraine bloc , which included the Forward, Ukraine! Party he leads. Chairman of the subcommittee on legislative support for political reform, parliamentary reform and organization of parliamentary control of the Verkhovna Rada Committee on Legal Policy.
In the 2006 parliamentary elections, Viktor Musiyaka tops the list of the Forward Ukraine! Party, which does not enter the Verkhovna Rada, gaining only 0.02% of the vote.
He did not participate in the 2007 parliamentary elections .
