Vladimir Illarionovich Nikulin (born 11/11/1928, the village of Sandat of the Salsky district of the Rostov Region) [1] - Soviet party leader. Member of the CPSU since 1954; candidate member of the Central Committee of the CPSU (1981-1986), first secretary of the Kalmyk Regional Committee of the CPSU (1978-1985). Member of the Council of Nationalities of the Supreme Soviet of the USSR 10-11 convocations (1979-1989) from the Kalmyk ASSR [2] .

Biography
Russian [3] .
Since 1944 - a driver at MTS. In 1950-1954 he served in the SA.
He graduated from the Stavropol Agricultural Institute in 1961 and the Higher School of Economics at the Central Committee of the CPSU (in absentia) in 1967.
Since 1960 he worked in the farms of the Rostov region .
Since 1963 - at Soviet and party work in the Kalmyk ASSR .
In 1976-1978 - the second secretary of the Kalmyk regional committee of the CPSU.
In 1978-1985 - the first secretary of the Kalmyk regional committee of the CPSU.
Since 1985 - retired.
He was awarded the orders of the October Revolution, the Red Banner of Labor, the "Badge of Honor" (twice).
Wife - Nikulina Lidia Dmitrievna, "Excellent student of public education", deputy of the Elista City Council.
