Born on February 21 ( March 5 ), 1865 in Kovno [2] . He studied at the Pskov military gymnasium . After graduating, he served in artillery in Bobruisk . At this time, he became interested in the natural sciences, independently studied chemistry, biology, medicine and meteorology, and subsequently, "for his merits in researching the climate of Russia, he was approved by the Academy of Sciences as the correspondent of the Nikolaev Main Physical Observatory." He performed in the genre of scientific fiction [3] . He was a regular contributor to the journals Nature and People and Scientific Review. He is the author of the review of scientific achievements of the XIX century “At the Turn of the Century” (1901-1903) ( Volume 1 and Volume 2 ).

On January 14, 1902, ranked as the Ministry of Agriculture and State Property, the headquarters captain of artillery stock V.V. Bitner appealed to the Main Directorate for Press with a request to publish the People’s University periodical in St. Petersburg; On August 16, 1902, the program of the magazine with the changed name - “ Herald of Knowledge ” - was approved by the Minister of the Interior V.K. Pleve . The magazine has been published since 1903 with book applications, which were published in series of 12 issues a year, each: Public University, Encyclopedic Library, Library of Systematic Knowledge, People's University, Library of Encyclopedic. knowledge ”and others. Under the editorship of VV Bitner in 1907-1911 he published“ Desktop Illustrated Encyclopedia ”.

K. I. Chukovsky called Bitner "dark enlightener."

He died in Petrograd on April 24, 1921. He was buried on the literary bridges of the Volkovsky cemetery [4] .
