Biography
November 3, 1834 entered the conductive company of the main engineering school, from which, promoted to field engineer-warrant officer (8.01.1838), in 1838 he transferred to the upper, officer class of the same school. On August 29, 1839 he completed the course and was released as second lieutenant into the engineering corps. June 14, promoted to lieutenant, in 1845 he was assigned to the Kronstadt engineering team. Headquarters Captain (09/14/1847), in 1848 transferred to the Corps of Engineers of the offshore construction unit with admission to the St. Petersburg Engineering Team.
In 1849 he was appointed head of the work and ranks of the engineering team in Arkhangelsk , but in January 1850, due to a conflict with his superiors, he was forced to resign from service. However, in December of the same year he was again accepted for service, this time to the Kronstadt engineering team. Soon he was promoted to captain and in 1854 was appointed to supervise the construction of the gunboat harbor and the redoubt on the Fox nose . During the attack of the Anglo-French fleet on Kronstadt, he was for a long time in the fort “Prince Menshikov,” leading the urgent engineering work. April 4, 1856 for the difference in the defense of Kronstadt was promoted to lieutenant colonel.
In 1856 he went on a long business trip abroad to get acquainted with the latest achievements in the field of hydraulic engineering and military engineering. To this end, he visited France, Austria, Prussia, the Netherlands and Belgium.
Upon his return in 1858 he was appointed commander of the St. Petersburg engineering team. December 6, 1859 transferred to military engineers, then appointed assistant builder of the Kronstadt fortress , temporarily in charge of reconstruction of the buildings of the 2nd Military Land Hospital and the Medical and Surgical Academy . In 1861, he was awarded the rank of colonel for success in construction and was appointed correcting the position of head of the Petersburg Engineering District. January 1, 1865 promoted to major general, August 17, 1865 transferred to the post of vice director of the Main Engineering Department.
In 1869 he was sent to Egypt as a representative from Russia at the opening ceremony of the Suez Canal . In 1871 he was sent on a business trip to Amsterdam and other ports of Western Europe to study hydraulic structures. During his stay in Austria he was awarded the Order of Franz Joseph, and upon returning to Russia the Order of St. Anna of the 1st Art. August 30, 1873 for the distinction promoted to lieutenant general. In December 1876 he was again transferred to the building of engineers of the marine construction unit with the appointment of the chairman of the construction department of the marine technical committee.
In 1880-1882 he made a number of trips to England (for acquaintance with improvements in the construction of lighthouses), Kerch - Yenikale , Sevastopol , Nikolaev and other ports of the Azov and Black Seas (for inspection of the lighthouses there). For completing this assignment he was awarded the Order of St. Alexander Nevsky and the White Eagle. In 1884, while remaining in his former position, he was appointed a representative member of the Ministry of the Sea in the Council of the Ministry of Railways.
He was a member, then vice-chairman of the Main Society of Russian Railways and for more than ten years was one of his most active employees, and some structures of special importance were carried out under his personal supervision. With the transformation of the Ministry of the Sea in 1886, he took the post of chairman of the Marine Construction Committee and remained there until his resignation (05/05/1889). For the construction of the Alekseevsky docks in Kronstadt, he was awarded special Highest Thanks and diamond signs of the Order of St. Alexander Nevsky. December 4, 1888 for the distinction promoted to general engineer .
Under the leadership of Tillo, important work was done to expand port facilities in the Baltic Sea and the Pacific Ocean, as well as during the construction of the new Sevastopol port.
He was a member of the Main Military Prison Committee (since 1872), the Engineering Committee of the Main Engineering Directorate (1876), the Imperial Technical Society (since 1866), etc.
He owns a number of scientific works and articles, mainly on hydraulic engineering.
