It was formed by the resolution of the Mejlis of Turkmenistan of May 24, 2013 [1] [2] , when a number of territories were included in the country's capital, including part of the lands of the Ruhabat district of the Akhal region, and excluded from the territory of the Akhal region. The new territorial entity was named the Ruhabat etrap of the city of Ashgabat [1] [2] [3] . The etrap included the native village of the first president of Turkmenistan Saparmurat Niyazov - Kipchak [4] .
The etrap was originally supposed to carry out significant housing and socio-cultural construction, its further territorial expansion [4] . The main area of construction in 2014 - 2017 was the Tyaz Zaman housing estate. More than two thousand low-rise residential buildings, kindergartens, schools, a health house (including a polyclinic), a culture center, a sports complex, a mosque, shopping centers, a public house, administrative buildings, a fire station, a communications center were built in it, several parks were built [5] [6] [7] [8] .
On January 5, 2018, by the resolution of the Mejlis of Turkmenistan, the Ruhabat etrap was abolished, and its territory was administratively distributed among other districts of Ashgabat [9] [10] .
