Born in 1910 in the city of Baku, Baku province (now the capital of Azerbaijan), in a working class family. In a year he remained an orphan, raised in a foster family.

He began his career in 1920 as a shoemaker's apprentice, where he worked until 1924. Since 1930 - a worker at the stone quarry of the Bakzhilsoyuz. Since 1932, he worked as a worker, horseback, skid steer, driller, since 1939 he was a drilling foreman at a drilling office No. 1, and since 1959 he was a drilling foreman at a drilling office No. 2 of the Azmornefterazvedka trust

Rustam Rustam in a short time became famous throughout the republic and the Soviet Union thanks to his hard work and innovative abilities. The Rustamov team was the first in the country to use super heavy drill pipes to drill wells in difficult geological conditions and achieved an increase in penetration rates. Rustamov was one of the first in the trust to start drilling one-column wells in the offshore areas, which significantly reduced the time for completion of the work and significantly saved the metal. In this way, the very first well of the driller was drilled: its drilling was completed 25 days ahead of schedule and was done with excellent production figures. In 1940, the third well with the brigade Rustamov was drilled 40.7 days ahead of schedule, as a result of the correct organization of work in the brigade, the productive time increased from 85.7 to 95.54 percent. The Rustamov name is associated with the development of the sea sections of the Ilyich Bay, as well as oil and gas deposits in the areas of Peschanoy Island and Karadag. During World War II, Rustam Rustamov and the brigade worked diligently to increase the quantity and quality of oil products needed for the front. During the difficult years of the war, the Stakhanov movement developed in the Baku oil fields, and the Rustamov brigade, being the best in the office, was awarded the passing red flag of the People's Commissariat and the All-Union Central Council of Trade Unions, in 1942 it was proclaimed the best drilling crew of the Soviet Union. In 1943, twenty oil wells were drilled in the Stalinneft trust, of which eleven were drilled by the oil worker Rustamov’s brigade, that is, 55 percent of all the trusts put into operation; in the same year, the brigade team drilled 5,207 meters into the sea.

By decree of the Presidium of the Supreme Soviet of the USSR of January 24, 1944, Rustamov Rustam Aziz was awarded the title Hero of Socialist Labor with the Order of Lenin and the Sickle and Molot Gold Medal for outstanding achievements in increasing oil production, producing petroleum products, exploring new fields and drilling oil wells. .

He actively participated in the social and political life of the country. Member of the CPSU since 1940. Deputy of the Supreme Soviet of the USSR of the 2nd convocation.

He died on October 17, 1961 in the city of Baku.

In 1973, Azneft, the republican committee of the trade union of oil and gas workers and the newspaper Vyshka established the Rustam Aziz ogly Rustamov Prize, which was annually awarded to the exploration drilling team, which achieved the best results in onshore wells.

The street in the Nizami district of Baku is named after Rustam Rustamov.
