Biography

Orthodox. From the hereditary nobles of the Vladimir province; grandson of the St. George cavalier Lycurgus Cachioni , great-grandson of the St. George cavalier Lambro Cachioni [1] . Landowner of the Penza and Tauride provinces (2800 acres , part of the land is jointly owned by his brother).

He graduated from the Simbirsk cadet corps and the Konstantinovsk artillery school in 1st category (1896), from where he was released as second lieutenant to the Turkestan artillery brigade [1] .

In 1900, he entered the reserve with the rank of second lieutenant [1] and settled on his estate at the Chekai farm of the Gorodishchensky district of the Penza province [K 1] , where he was engaged in agriculture and public activities. He was elected the vowel of the Gorodishchensky district (since 1902) and Penza provincial (1907) zemstvo assemblies . He was a member of the October 17 Union .

In 1907-1911 he lived and was engaged in farming in his Crimean estate Ortalan of the Feodosia district . In 1911 he returned to the Penza province, to the estate of Ilmino Gorodishchensky district, where he also took up farming.

In 1912 he was elected a member of the State Duma from the Penza province [1] . He was a member of the Octobrists faction [1] , after its split - in the group "Union October 17". He was a rapporteur of the commission on military and naval affairs, as well as a member of the commissions: land, military and naval affairs, and resettlement affairs. He was a member of the Progressive bloc .

At the end of June 1915 he suffered a cerebral hemorrhage [1] , after which he was treated in the Caucasian mineral waters . In the spring of 1917 his health deteriorated sharply, and in May 1917, Ivan Petrovich received permission from the ECHA to leave with his escort to Penza due to his illness.

Shot in the Penza Provincial Prison [3] . He was married, had two children.
