Mesopotamia (until 1964 - Zakolod'e ) is a village in the Pestovsky municipal district of the Novgorod region . Included in the Theological rural settlement . According to the 2010 all-Russian population census, the population of the village is 3 people (two men and a woman) [1] .

The area of ​​the village is 11.8 hectares [2] . Interfluve is located near the administrative border of the Novgorod and Vologda regions, at an altitude of 140 m above sea level [3] , 16 km northeast of the village of Bogoslovo .

History

The name of the village Zakolodenye comes from the location, that is, across the Kolodney River [4] . In the list of populated areas of the Ustyuzhensk district of the Novgorod province for 1909, the village Zakolodie is listed as belonging to the Kirvo-Klimov volost (2nd camp, 2nd land plot). The population of the village Zakolod'e , which was then on the land of the Tokarevsky rural society - 81 inhabitants: men - 42, women - 39, the number of residential buildings - 21; then there was a chapel in the village and there was a bakery shop [5] . Then, from June 10, 1918 to July 31, 1927, as part of the Ustyuzhensk district of the Cherepovets province , then as part of the Klimovsky village council of the Pestovsky district of the Cherepovetsky district of the Leningrad region . By decision of the CEC and the Council of People's Commissars of the USSR dated July 23, 1930, the Cherepovetsky district was abolished, and the district became directly subordinated to Lenoblispolcom. By the Decree of the Presidium of the Supreme Soviet of the USSR of July 5, 1944, the Pestovsky District was transferred from the Leningrad Region to the newly formed Novgorod Region. By the decision of the Novgorod regional executive committee number 1200 of December 28, 1960, the Klimovsky village council was abolished, and the Zakolodenya became part of the Theological Village Council with the center of the village of Bogoslovo [6] . During the failed all-Union reform of the division into rural and industrial areas and party organizations [7] , in accordance with the decisions of the November (1962) plenum of the Central Committee of the CPSU "on the restructuring of the party leadership of the national economy" from December 10, 1962 was formed, among others, large Pestovsky rural area on the territory of Dragelsky , Pestovsky and Khvoininsky districts. The Theological Village Council and the village became part of this district, and on February 1, 1963, the administrative Pestovsky District, among others, was abolished. By the decree of the Presidium of the Supreme Soviet of the RSFSR of September 21, 1964, the name of the village Zakolodene was changed to Mesopotamia [6] . The plenary session of the Central Committee of the CPSU, which took place on November 16, 1964, restored the former principle of party leadership of the national economy, after which, by Decree of the Supreme Soviet of the RSFSR of January 12, 1965, the rural areas were transformed again into administrative areas and by the decision of the Novgorod Regional Executive Committee No. 6 of January 14, 1965, the Theological Village Council the village is again part of the Pestovsky district.

With the adoption of the law of July 6, 1991 "On Local Self-Government in the RSFSR", the Administration of the Theological Village Council (Theological Village Administration) was formed, then Decree of the President of the Russian Federation No. 1617 of October 9, 1993 "On the Reform of Representative Authorities and Local Self-Government in the Russian Federation »The activities of the Theological Village Council were terminated ahead of time, and its powers were transferred to the Administration of the Theological Village Council. According to the results of the municipal reform , since 2005 the village has been a part of the municipality - the Theological rural settlement of the Pestovsky municipal district ( local government ); it is subordinated to the administration of the Theological rural settlement of the Pestovsky district by administrative and territorial structure [8] . The theological rural settlement with the administrative center in the village of Theologian was created by combining the territory of three rural administrations: Theological, Abrosovskaya, Bryakunovskaya [9] . In 2012, the Novgorod Regional Duma (Resolution No. 50-5 of the OD of January 25, 2012) decided to notify the Government of the Russian Federation about the abolition of the Theological Village Council of the Pestovsky District, among others, [10] .
