224 flight detachment , full name State Joint-Stock Company “224 Flight Aviation” Open Joint-Stock Company is a Russian aviation enterprise , which is a subsidiary of the Ministry of Defense of the Russian Federation . The airline provides transportation by air in the interests of government agencies, and also performs irregular commercial cargo transportation in Russia and abroad. The airline operates in accordance with the Charter approved by the Minister of Defense of the Russian Federation.

History

Initially, the 224th separate transport air squad was created in 1979 to provide transportation during the war in Afghanistan . For the purpose of conspiracy, the detachment was formally assigned to the MGA of the USSR , but was equipped with crews and aircraft An-12 from the regiments of the BTA and served as an advisory squadron. The detachment was in Afghanistan from August 1979 to November 1988 [1] .

In modern history, the state airline “224th flight detachment ” was created on the basis of the 12th military transport aviation division of the Russian Air Force in accordance with the order of the President of the Russian Federation dated January 15, 1993 No. 37-rp “On ensuring the activities of 223 and 224 flight units of the Ministry of Defense of Russia ”for air transportation on the instructions of the President of the Russian Federation, the Government of the Russian Federation and the Ministry of Defense of the Russian Federation (Ministry of Defense of Russia) [2] . Starting this year, cargo transportation began using the Il-76 and An-124 aircraft . Under the conditions of underfunding of the Armed Forces, the proceeds from transportation helped to somewhat improve the financial position of the Air Force.

In 2008, as part of a military reform and to simplify the company's activities on the international market, in accordance with the Decree of the President of the Russian Federation dated September 15, 2008 No. 1359 “On Oboronservis Open Joint-Stock Company, ” the airline was transformed into an open joint-stock company . 100% of the company is owned by the state through the subsidiary of the Ministry of Defense of JSC "Aviaremont" [3] .

Activities

The airline operates aircraft on the balance of the Russian Air Force. Flights in accordance with the flight training plan and tasks performed by the Air Force are carried out within the structure of the 6955th air base, in accordance with the regulations and documentation of the Russian Air Force. At the same time, in accordance with the constituent documents, under the “ flag ” of the 224th flight detachment, passenger and cargo transportation is carried out on domestic and international airlines to solve national economic problems in compliance with the requirements adopted in civil aviation, and under the control of the Ministry of Defense of the Russian Federation . Also, the “flag” and call signs of the 224th flight detachment are periodically used for air transportation abroad in the interests of the Air Force.

IL-76 aircraft, deployed at the airfields of Migalovo , Taganrog-Tsentralny and Orenburg-2 , provide mainly transportation in the interests of the Office of the President of the Russian Federation . In particular, it is the airline’s planes that deliver motorcade to their destinations for transportation of the first persons of Russia.

An-124 aircraft, deployed at Seshcha airfield, carry out a wide range of transportation of superheavy and oversized cargo around the world, including North America (the corresponding permission of the US Department of Transportation was granted on February 2, 2010). Due to the unique An-124 equipment, the airlines carried out military transportation under agreements between the Russian Federation and other countries, such as during Operation Serval [3] and NATO Operations in Afghanistan [4] .

According to the charter of the airline, its aircraft have the right to parachute airborne cargo and paratroopers.

The status of double subordination of the airline, contradictions in the constituent documents and Russian legislation, which prohibits military personnel from engaging in commercial activities, have more than once made the airline the object of inspections by supervisory authorities [2] . As of 2013, most of these problems have not been resolved.

Airplanes of the airline are painted in the colors of the USSR Aeroflot .

Incidents

On August 29, 2009, at the airport of Gdansk, the IL-76 airline (RA-78842), which delivered a motorcade on the eve of the visit of Vladimir Putin , touched the lighting mast with minor wing damage during taxiing due to an error in ground services [6] .
