After the defeat of the Chinese Republic in the Civil War, the government of Nanking retreated to Taiwan and other nearby islands and, in fact, established a state with its capital in the city of Taipei [1] . The Chinese Communist Party, which won the Civil War , announced in Beijing on October 1, 1949 the creation of the People’s Republic of China (PRC).
