Biography
Born on August 25, 1909 in the village of Utrikovo (now Spas-Demensky district, Kaluga region ) in a peasant family. Russian. After graduating from grade 7, he went to the city of Balashikha , where he worked on the restoration of the factory, then worked in Moscow .
In 1927 he moved to the city of Murmansk , where his elder brother worked as a steam locomotive engineer. Settled first cleaner steam locomotive boilers in the Murmansk depot . Then he worked as a conductor for a year and a half, graduated from courses on duty at the station, courses of dispatchers in Leningrad . Returning to Murmansk, he worked as a shunting dispatcher, then as the deputy head of the station. In 1937 he was elected chairman of the local committee of trade unions. In 1938 he joined the CPSU (b) .
During the Great Patriotic War, the railway junction of Murmansk always remained an area of increased danger. Under the enemy’s bombs, the railroad ensured uninterrupted operation of the station, through which cargo from the allies passed. From 1941 to 1944, S. F. Burmistrov was the secretary of the station’s party bureau. In January 1944, he was appointed head of the station and worked in this position for 25 years.
Burmistrov was left to lead the Murmansk station in severe wartime, as well as in the years of post-war reconstruction. The team led by him showed genuine heroism, did everything necessary for the timely export of military and national-economic cargo from the Murmansk commercial port . For merits to the fatherland, the station staff was awarded and handed over to perpetual storage the Red Banner of the People's Commissariat of Railways and the Central Committee of the trade union.
After the war, work fell on his shoulders to organize the restoration of the war destroyed and the reconstruction of the station economy. At the station, reconstruction, technical re-equipment of vehicles were carried out, advanced technologies were introduced. As agreed by the port, the schedule for the supply of trains was changed - the cars immediately went to the port, and as they were loaded and unloaded, they were taken by railway workers. The performance of shunting locomotives was improved, downtime of movers in the fishing port was eliminated. One diesel locomotive, instead of two, as before, exported 250 cars. Therefore, the loading plan was completed earlier and 50 thousand tons were delivered by the end of the year in excess of the plan.
By a decree of the Presidium of the Supreme Soviet of the USSR of August 1, 1959, Sergey Frolovich was awarded the title of Hero of Socialist Labor with the awarding of the Order of Lenin and the Gold Medal "Hammer and Sickle" for the outstanding successes achieved in the development of railway transport.
Over a long period of work, S. F. Burmistrov thoroughly studied the organization of operational and passenger work. An intelligent and energetic leader, he did a lot of work to develop station tracks and mechanize loading and unloading. When it was built and commissioned a new goods yard and station, installed an electrical alarm arrows and signals. Regardless of the time, he put a lot of energy and labor into the development of the technical base, constantly exercising control over the construction work. He led the station until 1969.
He lived in the hero city of Murmansk . For 20 years, was elected as a deputy of the Murmansk City Council . Repeatedly elected a member of the city and district committees of the CPSU. In 1974 he was awarded the title " Honorary Citizen of the city of Murmansk ."
Sergei Frolovich Burmistrov died on March 2, 1997. He was buried in the city of Tver .
He was awarded two Orders of Lenin, orders of the Red Banner of Labor, Red Star, “Badge of Honor”, and medals; sign " Honorary Railway Worker ".
