Biography
Childhood and Youth
Born in Kiev on January 18, 1959. After graduating from the 8th grade of secondary school No. 84, he entered the Kiev Technical School of Urban Electric Transport, which he graduated in 1979 and received a diploma in construction engineering. The reason for entering the technical educational institution was his avant-garde role in the musical life of the city. Heading the VIA “We have Young” technical school, from 1974 to 1979, he became the Laureate of many All-Union festivals and competitions.
From 1979 to 1981 he served in the Soviet Army ( Airborne Forces ). After returning from the Armed Forces, he entered Kiev State University. T. G. Shevchenko , at the Faculty of Law, which he graduated in 1988 with a degree in Law. During his studies, he entered extramural studies at the Vilnius State Conservatory (1982), where he studied until 1986 at the orchestra faculty.
He headed several art groups of Kiev State University, which became laureates of many festivals and competitions of the USSR. He took part in the aftermath of the hurricane of the Kostroma and Ivanovo regions of the RSFSR, and from 1986 to 1988 he repeatedly gave concerts for the liquidators of the consequences of the Chernobyl accident in the cities of Zelyony Mys and Slavutich.
He worked in various positions at Kiev State University: he headed the club of KSU, was an instructor of the Komsomol committee of the state university, worked in other positions, one way or another, related to creativity, culture and art.
Professional Activities
After the collapse of the USSR, he created the first production company Master Sound in Ukraine. Together with the producer of Taisiya, Povaliy I. Likhutoy became the author of the idea of the musical editorial office of the Inter channel and headed it until 1998.

As a sound engineer, he participated in the concerts of such artists: La Toya Yvonne Jackson, Patricia Kaas (1996), Taisiya Povaliy, Valery Leontyev , Larisa Dolina , Nikolay Gnatyuk and others. As a director, he repeatedly held major events, including state ones .
In 1995, heading the music company Master Sound LLC, together with the German company B&S, he won a state tender for the supply of new sound technical equipment to the Ukraine National Palace of Arts.
Since 2002, Major General, and since 2006, Lieutenant General of the International Committee for the Protection of Human Rights, head of the Department of Culture and Arts. (Chairman of the Committee Igor Danilov).
In 2011 and 2012 he was sent by the Ministry of Culture of Ukraine, at the invitation of the organizing committee, to represent Ukraine in the jury of the pop song contest at the largest international festival in Europe, "Slavic Bazaar in Vitebsk."

Wife - Kvelenkova Natalia Igorevna (born 09/01/1969), interior designer. Daughter - Taisiya Yuryevna Khimich. Born 24.06.1988, graduated from the Ukrainian-American Humanitarian Institute “ Wisconsin International University (USA)”. He lives in Frankfurt am Main . Mother - Lyudmila Filippovna Kvelenkova (07/20/1926-2007) - worked as the director of the Kiev branch of the Moscow plant of secondary precious metals. Father - Alexander Ivanovich Kvelenkov, (July 16, 1926-2002) worked as an engineer at the Arsenal plant in Kiev.
