Mahmadsaid Ubaidulloevich Ubaidulloev (born February 1, 1952 ) is a Soviet and Tajik statesman. Chairman of the upper house of the Parliament of Tajikistan (since 2000). Mayor of the capital of Tajikistan , the city of Dushanbe (1997—2017).

Biography
In 1970 he graduated from the Tajik Polytechnic Institute , in 1974 - from the Kharkov Polytechnic Institute with a degree in electrical engineering [1] . In 1983-1985 - student of the Higher Party School under the Central Committee of the CPSU in Tashkent [1] .
He worked as a senior engineer of the management and monitoring group of the information and computer station for statistics management, chief engineer of the machine-calculating station of the statistical office, director of the computer center of the statistical office of the Kulyab region, instructor, head. department of the Kulyab city committee of the Communist Party of the Tajik Soviet Socialist Republic, deputy head of the Central Statistical Office of the Tajik SSR , head of the department of the Kulyab regional committee of the Communist Party of the Tajik SSR, head of the Khatlon regional statistics department, deputy chairman of the executive committee of the Kulyab regional council of people's deputies.
Since 1992 - Deputy Chairman of the Council of Ministers of the Republic of Tajikistan [1] . In 1994-1996, he was First Deputy Prime Minister of the Republic of Tajikistan . He took part (on the part of the government delegation) in the 1994-1997 negotiations on a peaceful settlement of the inter-Tajik conflict .
Since 1996 - mayor of Dushanbe , replaced Yuri Ponosov at this post.
Since April 2000 - Chairman of the upper house of parliament - Majlisi Milli Majlisi Oli of the Republic of Tajikistan [2] . Since 2005, re-elected to this post, since 2010 - member of the Majlisi milli Majlisi Oli of the Republic of Tajikistan of the 4th convocation, since 2015, re-elected to the post of chairman of the upper house of the parliament of the 5th convocation [2] .
On January 12, 2017, President of Tajikistan Emomali Rahmon dismissed Ubaiduloev from the post of mayor of Dushanbe [3] . In his place was appointed the son of the president - Rustam Emomali [3] . January 12, 2017 he was awarded the Order of Zarintoch 1 degree for his significant contribution to the development of the capital [4] .
