Vyacheslav Ivanovich Kalyamin ( October 3, 1940 - September 27, 2001 ) - Soviet and Russian party and political leader, chairman of the Arkhangelsk regional assembly of deputies of the second convocation ( 1996 - 2000 ), member of the Federation Council ( 1996 - 2001 ).

Biography

Born on October 3, 1940 in the Kalinin (now Tver ) region. After graduating from the Kirov Mining College and the Road Faculty of the Arkhangelsk Forestry Institute (in 1969 ), he worked on road construction in the Arkhangelsk region .

In 1987, Kalyamin became the head of the Arkhangelskavtodor enterprise. V. Kalyamin (1987-1996) - Arkhangelskavtodor As a road engineer, he was directly involved in the construction of the Moscow-Arkhangelsk highway. Also, he was one of the developers of the state program for the Arkhangelsk region “Roads of the Non-Black Earth Region”, and then, being the head of Avtodor, he also implemented it.

In addition, Vyacheslav Ivanovich was the initiator of the construction of a bridge across the Malaya Severnaya Dvina near Kotlas . In just five years of operation (from 1988 to 1993 ), more than 1,200 kilometers of roads were built and commissioned in the Arkhangelskavtodor association.

Kalyamin rightly believed that only with good transport links could the development of the regional economy be possible. During his leadership of Avtodor, more than three hundred kilometers of roads per year were built in the region.

In 1993, Vyacheslav Kalyamin was elected to the Arkhangelsk Regional Assembly of Deputies of the first convocation. In 1996, he was again elected a deputy of the regional parliament, and then chairman of the regional Assembly of Deputies of the second convocation. As the head of the regional legislative body, he ex officio served on the Federation Council of the Federal Assembly of the Russian Federation [1]

After the elections of the new composition of the regional Assembly of the third convocation in 2000 , he was headed by the new chairman - the former head of the company "Severalmaz" Vitaly Fortygin , and Kalyamin was not among the deputies of the parliament. But, in accordance with the new law “On the procedure for the formation of the Council of the Federation of the Federal Assembly of the Russian Federation”, he continued to exercise his powers until the election of a new member of the Federation Council - a representative from the legislative body of state power of the subject of the Russian Federation. He was a member of the Committee on Economic Policy.

On September 27, 2001, Vyacheslav Kalyamin, driving his own Volga car, returned with his wife from Kargopol , where he went to a relative for an anniversary. Late in the evening, on the 208th kilometer of the Arkhangelsk-Moscow highway, he lost control, drove into the oncoming lane and crashed into ZIL-131 . An hour later from injuries, the senator died in the district Kholmogorsk hospital. He was buried in Arkhangelsk at the Kuznechevsky cemetery [2] .

  • On the library building of the city of Solvychegodsk ( Kotlas district , Arkhangelsk region ), Vyacheslav Kalyamin installed a memorial plaque as the organizer of the festival of humor Kozma Prutkov [5] .
