The flag was approved on July 26, 2011 by a decision of the Council of Deputies of the Municipal Formation Torkovichi Rural Settlement No. 61 [1] and entered in the State Heraldic Register of the Russian Federation with assignment of registration number 7095.

Description

“The flag of the municipality of Torkovichi rural settlement of the Luga municipal district of the Leningrad region is a rectangular panel with the ratio of flag width to length - 2: 3, reproducing the composition of the coat of arms of the municipality of Torkovichi rural settlement of the Luga municipal district of the Leningrad region in white, black, blue and yellow colors” .

The heraldic description of the coat of arms reads: “ In a silver field under a black chapter, laden with a golden flower of five petals with azure (silver over the head)left wavy side, burdened with three swallows flying one above the other (in silver - black, flying to the right and in azure two silver oppositely directed, the upper of which flies to the left) - two azure glass-blowing tubes crosswise, accompanied by four of the same flames on the sides (upper and lower of which - in the pole and are opposite, and the others - diverge to the sides) . "

Justification of Symbols

A yellow flower with five petals on a black background serves as a reminder of the Bestuzhevs , who previously owned land on the territory of the Torkovsky rural settlement. The description of the coat of arms of the Bestuzhev family says: “In the shield, which has a black field, eight golden crosses are depicted, which are three, two, three in number and have crosses at the three upper ends of the cross, and between them, in the middle of the shield, is a five-leafed golden flower.” Also, this symbol can be considered as a sign of local nature.

Blue glass-blowing tubes laid crosswise, accompanied by blue flames on the sides, remind of the Torkovichi glass factory - a company with a rich history, operating on the territory of the settlement from 1870 to 1996.

The history of the plant began on December 28, 1869 ( January 9, 1870 ), when the merchant of the 1st Guild of Commerce, adviser Abram Moiseevich Varshavsky received permission to build the plant "... for the production of glass products near the village of Torkovichi", and on January 18 (30), 1870 - to develop it (permission to carry out work in his chosen premises in the Luga district of the Butkovsky volost near the village of Torkovichi near the Oredezh station of the Moscow Vinadavo-Rybinsk railway). The plant had one smelting furnace and was engaged in the manufacture of drinking and pharmaceutical ware and telegraph insulators.

In 1881, the plant became the property of the St. Petersburg merchant of the first guild Albrecht Rikhardovich Likfeld and received the name “Glass Production Society A. R. Likfeldt”. In 1902, on the territory of the plant there were: 20 factory buildings, including two factory buildings with bathrooms, three pot and 52 hardening furnaces, a steam grinder with hundreds of grinding and engraving machines, two dryers, a brick factory, a carpentry workshop, two schools and emergency room.

By a decree of the Council of People's Commissars of June 30, 1918, the plant was nationalized. In Soviet times, the plant was one of the enterprises of the glass industry, which introduced advanced technologies. In the mid-1990s, illegal bottling of alcohol-containing liquids was organized here, and when everything was opened, the plant burned down. On January 4, 1996, the plant was closed and subsequently all equipment was destroyed and all furnaces were destroyed.

The wavy right strip of variable colors symbolizes Lake Antonovo and the Oredezh River . The natural monument - geological outcrops of the Devonian on the Oredezh River (Lake Antonovo) - are listed in the Red Book of Nature of the Leningrad Region.

Blue color (light blue ) symbolizes honesty, fidelity, impeccability, beauty, peace, sublime aspirations.

Black color is a symbol of prudence, wisdom, modesty, honesty, eternity and antiquity of life. Black is a symbol of past industrial production, and the combination of blue and white, in addition to water, also indicate the former main profile of Torkovichi - glass-blowing

White color ( silver ) symbolizes purity of thoughts, truthfulness, innocence, nobility, frankness, integrity, hope.

Yellow color ( gold ) is a symbol of divine radiance, grace, strength, grandeur, sunlight. It also symbolizes power, strength, constancy, nobility, justice, fidelity.
