Description
The heraldic description of the coat of arms of Ipatovo reads:
In a dissected gold-scarlet shield there is a hop cone with leaves of the same variable colors, topped with variable colors by a volute [5] .
Justification of Symbols
The history of the city of Ipatovo dates back to the foundation in 1860 on the Kalaus river of the village of Chemrek, named after the Nogai prince buried in its environs, and then, in 1880, renamed the village of Vinodelnoe [5] [6] . According to one version, the origin of the second name is associated with historical tradition [5] , which, in particular, is given in the book of A. Tvalchrelidze "Stavropol province in statistical, geographical, historical and agricultural relations" (1897) [6] . According to legend, once through the village passed a few carts with barrels of alcohol. One of the barrels fell off the cart and crashed. Locals who discovered alcohol spilled on the ground began to collect it and drink it immediately, after which they became very drunk. Sobering up, they gave the barrel to the cooper for correction, and then decided to fill it with water in order to hand it over to the owner under the guise of alcohol. During this operation they were caught by an excise official who came here and jokingly told them: “Ah, you winemakers!” So the village was called Winery [5] [6] . During the Soviet period, the settlement changed its name again: in 1935, it was named after the commander of the Red Army regiment Pyotr Maksimovich Ipatov [5] .
In the 60-80s of the XX century, the Ipatovo district and the city of Ipatovo reached a new level of economic and industrial development. Sheep breeding of fine-fleece sheep breeding brought glory to the region, and brewing was its administrative center. Ipatovo beer has become "a kind of brand of this city" [5] [7] .
The coat of arms of the city of Ipatovo, in the language of symbols and allegories, reflects the historical, socio-economic and other features of the municipality described above. A stylized image of a hop cone, placed in the center of the shield, indicates a connection with the historical name of the village of Vinodelny, and is also interpreted as a symbol of Ipatov beer, from the production of which "the municipality has one of the main sources of income and due to which the city develops . " A cone-shaped volute in the form of curved lamb horns is associated with fertility symbols that came from ancient times [5] .
The tincture of fields and figures also reflect the substantial idea of the coat of arms. Gold (yellow color) symbolizes the territory of the city and the region subordinate to it as “the edge of the golden fleece and the golden ear” , personifies enlightenment, masculinity, non-corruption, wisdom, endurance, honor, wealth, light, illumination, harmony, truth. The scarlet (red color) recalls "the revolutionary past and the hero of the Civil War P. M. Ipatov" , symbolizes Faith, great martyrdom, zenith, militancy, dignity, courage, strength, fearlessness, tenacity, generosity, celebration, courage [5] .

In 1985, to celebrate the 125th anniversary of the founding of Ipatov, an emblem of the city was developed, made in the form of a heraldic shield (the so-called coat of arms). The shield was divided horizontally into two parts: the upper golden field symbolized the color of the golden fleece, the lower scarlet field personified the theme of revolution. On the edges of the shield were stylized images of ears of wheat, and in the center - the gear and the head of a ram (symbols of the achievements of Ipatov and Ipatovsky district in the field of industry and agriculture) [7] . Later, this symbolism was considered by the heraldic commission under the governor of the Stavropol Territory [8] and recognized it as inconsistent with the rules and requirements of heraldry [2] .
After giving Ipatov the status of a city settlement [9] and the enactment in the Stavropol Territory of the Federal Law “On General Principles of the Organization of Local Self-Government in the Russian Federation” [10] , the development of new symbols began. During the preparatory work, 15 sketches of the coat of arms and flag were created, which were repeatedly discussed at meetings of the city council and meetings with the public [2] . In July and October 2006, drafts of the Ipatovo city symbols were considered by the heraldic commission under the governor of the Stavropol Territory, however, none of them were recommended for approval, since the commission members had “serious complaints about the options presented” [11] [12] .

The final version of the coat of arms of Ipatov, performed by the Stavropol heraldry artist Sergei Evgenievich Mayorov with the participation of the secretary of the heraldic commission Nikolai Anatolyevich Okhonko (the idea of the coat of arms, substantiation of symbolism), was adopted on December 20, 2007 at a meeting of the city Council of Deputies. After approval, the coat of arms and the flag compiled on its basis were sent for examination to the Heraldic Council under the President of the Russian Federation [2] [5] .
On February 27, 2008, the state heraldry master Georgy Vadimovich Vilinbakhov and the secretary of the Heraldic Council Gleb Vadimovich Kalashnikov signed a decision to include the coat of arms and flag of the municipal entity of the city of Ipatovo in the State Heraldry Register of the Russian Federation with assignment of registration numbers 3899 and 3990. State registration certificates to the head of the municipality Valery Borisovich Galaktionov during a ceremony held 27 m mouth 2008 in the premises of the Ministry of Culture of Stavropol Territory. The residents of the district center were introduced to the new symbols in October 2009 as part of the celebration of the 85th anniversary of the formation of the Ipatovo District and the 30th anniversary of the transformation of the village of Ipatovo into a city [2] [13] .
