It is a modification of the Soyuz launch vehicle and was intended for test flights with the launch of the Soyuz spacecraft of the Cosmos series into circular orbit [2] .

With the help of 11A511L, three experimental T2K spacecraft (LK, L3, Lunar spacecraft) were launched as part of the Soviet lunar-landing program for landing astronauts on the lunar surface. In total, 3 successful launches were made from 1970 to 1971 [2] [1] .

The Soyuz-L launch vehicle was developed and manufactured in the Kuibyshev branch No. 3 of OKB-1 (now TsSKB-Progress ) under the leadership of Dmitry Ilyich Kozlov and Sergey Pavlovich Korolyov [2] .
