In 2005, after weeks of mass unrest led by Evo Morales , President Carlos Mesa resigned. After the refusal of Ormandi Dies and Mario Cossio, respectively, of the chairmen of the Senate and the Chamber of Deputies, to take the presidency in connection with the pressure of the rebels, Rodriguez Wielce headed the power as chairman of the Supreme Court (the judicial branch of the country). He was appointed to the post of head of state to organize regular elections during the year.
During the reign of Morales, Rodriguez Wielce was accused of high treason due to the disposal of missiles (a decision was made during his tenure as president). Bolivia acquired about 30 HN-5 anti-aircraft missile systems in China in the 1990s. By 2005, these facilities were outdated, and Rodriguez Wielce decided to dispose of them.
