The coat of arms of the city ​​of Neftekumsk in the Stavropol Territory of the Russian Federation is an identification mark, along with the flag, which was a symbol of the municipal formation of the city ​​of Neftekumsk (abolished on May 1, 2017 [1] ).

Approved by the decision of the Council of Deputies of the city of Neftekumsk dated December 26, 2001 No. 102 [2] . The author of the project: Director of the Neftekumskaya Children's Art School T. I. Butova [3] .

This emblem was compiled with violations of the rules of heraldry and for this reason could not be entered in the State Heraldic Register of the Russian Federation [4] .

Description

The coat of arms of Neftekumsk has the following description:

The coat of arms of the city of Neftekumsk is a heraldic shield with a frame. The main figure of the coat of arms is the Europe-Asia stele , which means the features of the geographical location of the city and reflects the multinational composition of the population living in the city. The shield is divided into four fields of gold and blue , which reflect the main natural, economic, historical and cultural features of Neftekumsk. The name of the city "Neftekumsk" is located in the upper part of the shield. The year of formation is located vertically in the image of the stela "Europe - Asia"

According to the Regulation on the coat of arms of the city of Neftekumsk, the following proportions are established for the coat of arms: the ratio of the width of the shield to its height is 7:10; the ratio of the width of the shield to the width of its frame is 7: 10.5; the ratio of the height of the shield to the highest height of the frame is 10:13 [2] .

History

The first coat of arms of Neftekumsk was developed in 1998 by the city administration in connection with the upcoming celebration of the 40th anniversary of the city, founded in 1958 as a working village of oil workers, and had the following content:

In a silver shield, a pointed cross in the form of a sign used in the designation of the coordinate system. In the heart of the cross, in the circle there is an inscription “45 parallel”. In the upper right field is an oil rig , in the upper left - a shepherd in a burka, in the lower right - a grape brush, in the lower left field an oil well with a pumping unit.

The coat of arms was also framed by a wreath of grape leaves and oak branches intertwined with a three-color ribbon with the colors of the Flag of Russia . This emblem has not received official approval [5] [6] .

In 2000, by a decision of the deputies of the city council, a competition was announced for the best project for the coat of arms of Neftekumsk. The competition was attended by both professional artists and students of general educational institutions of the city. In total, about 20 sketches were submitted to the competition commission. According to the results of the competition, the project of the director of the Neftekumsky Children's Art School Tatyana Ivanovna Butova was recognized as the best. The emblem developed by her was a shield divided crosswise into four equal parts. In the upper right azure field of the shield and the upper left gold field were placed the numbers 45, indicating the geographical coordinates of Neftekumsk, which is located at the intersection of the 45th parallel of north latitude and the 45th meridian of east longitude. In the lower right gold field, a construction trowel and figures 1958 (the city’s founding date) were depicted, and in the lower left azure field, petrochemical structures were designed to symbolize the main specifics of the “city of oil workers”. In the heart of the shield, a scarlet circle was placed, encumbered with the image of a stele "Europe - Asia", installed at the entrance to Neftekumsk. Gold and azure symbolized the location of the city on the border between Europe and Asia [3] [7] [8] .

On December 26, 2001, this emblem, as well as the flag developed on its basis, were approved by the City Council as official symbols [6] . The coat of arms of the city of Neftekumsk was “wrong” (that is, it did not comply with the rules of heraldry) and for this reason was not registered with the Heraldic Council under the President of the Russian Federation [9] . Later, members of the heraldic commission under the governor of the Stavropol Territory developed a project of the “right” coat of arms of the following content:

In the golden field of the shield, dotted with black drops, there is a azure "river" in the form of a wavy belt.

The coat of arms concept was based on “the name of the city that was built in the lower reaches of the Kuma in connection with the discovery of oil here, often called“ black gold “” . This project remained unapproved, however, the ideas embodied in it were used in the development of the coat of arms of the Neftekumsky District [10] .
