Order approved by decree of Josip Broz Tito of July 2, 1960 .
He was awarded individuals and political organizations for his personal merits in the field of social activity, which contributes to the overall progress of the country.
On March 1, 1961, the law established the names of the degrees of the Order: I degree - with a golden wreath, II degree - with a silver wreath, III degree - with a bronze wreath.

Until December 31, 1985, the Order of the First Degree was awarded to 1150 people, the Order of the Second Degree - 6310 people, the Order of the Third Degree - 11088 people.
The badge of the order is a five-pointed star, the rays of which consist of five rounded rays of different sizes, set in a pyramidal shape and coated with white enamel with a gold border. Between the rays are gold strals, on which a red five-pointed star is superimposed. In the center is a round medallion with a wide border. The white enamel medallion houses the embossed state emblem of Yugoslavia . The border is ornamented.
The badge of the order of the first degree was made of gilded silver, rubies were inserted into the five-pointed stars, and the border around the medallion was instructed by six cubic zirconias .
The badge of the order of the second degree was made of silver or silver plated bronze.
The badge of the order of the third degree was made of bronze.
