Biography
He was born on September 8, 1798 in the small Estonian city of Leale and was the son of a doctor. He was educated at the Petrozavodsk gymnasium, in the Saratov private boarding school of Pastor German and at the medical faculty of Kazan University. Released in 1820 with the rank of a doctor, Otsolig went to Penza, from which he moved to Petersburg the following year and was appointed doctor on August 21 at the medical department of the Ministry of the Interior, as well as acting secretary under General Staff Dr. Reman. To this end, Otsolig procured the transfer of a hospital for laborers in St. Petersburg (Aleksandrovskaya) from an order of public charity to the medical department. Appointed as the trustee of this hospital in August 1854, in the same year he established a special institute for doctors who graduated from the St. Petersburg Medical and Surgical Academy and wanted to serve in the Ministry of Internal Affairs. According to the Otolig project, the medical staff of this hospital was divided into two categories: consultants - experienced medical specialists and interns - young doctors. The latter had to work in a hospital under the guidance of consultants for two years and then they already acquired the right to go to work in the province. Due to the fact that the hospital for laborers, by its size, is one of the largest in St. Petersburg, the aforementioned institute was able to give practical medical education to a fairly large number of young doctors. The institute founded by Otsolig existed before the transfer of the hospital to the St. Petersburg City Council. On December 1, 1861, Otolig, due to poor health, resigned; He died on January 9, 1863 in St. Petersburg.
