Vladimir Antonovich Polkis ( August 8, 1890 , Okhansk , Perm Province - March 23, 1970 , Omsk ) was a Soviet hygienist. Corresponding Member of the Academy of Medical Sciences of the USSR ( 1952 ). The first head of the general hygiene department of the Novosibirsk Medical Institute (1936-1951).

Biography
Born on August 8, 1890 in the Okhansk Perm Province [1] .
In 1914 he graduated from the Military Medical Academy in St. Petersburg .
He worked as a district doctor from the village of Charyshskoye in the Altai, then in Petropavlovsk [2] .
In 1920 - 1922 he served in the medical and sanitary institutions of the Red Army.
From 1922 to 1924, he worked in the medical subdivision of the Omsk Gospzdrav [3] .
In 1924 - 1932, Pulkis managed the sanitary business in the Siberian region , leading the epidemiological department of the Siberian health department in Novosibirsk . Under his leadership, a network of institutions to combat epidemics was created, and the training of sanitary doctors was conducted.
In 1931 he became head of the department of hygiene of the Novosibirsk Institute of Advanced Medical Studies. Since 1936, he has simultaneously headed the Department of Hygiene at the Novosibirsk Medical Institute [4] .
In 1935, he was awarded the degree of Doctor of Medical Sciences and was awarded the title of professor.
In 1951, working as deputy director of the Novosibirsk GIDUV, Pulkis did a lot of work to transfer the institute to Novokuznetsk .
Having moved together with GIDUV to Novokuznetsk, he continued to head the department of hygiene until 1962 . At that time, the department was the only one where postgraduate training of sanitary doctors of Siberia and the Far East and the republics of Central Asia was conducted [5] .
Pulkis combined research and teaching work with social activities. He was elected deputy of the Novosibirsk City Council, was chairman of the Novosibirsk Hygienic Society. In Novokuznetsk, he was chairman of the Unified Medical Society, deputy chairman of the regional society for the dissemination of political and scientific knowledge, a member of the architectural and technical council of the Kemerovo regional department of construction and culture [2] .
Honored Scientist of the RSFSR (1947) [6] . Corresponding Member of the Academy of Medical Sciences of the USSR ( 1952 ). Honorary Professor of NGMU [7] .
Author of more than 100 scientific papers on the hygiene of residential and public buildings, planning and improvement of public places. Under his leadership, complex sanitary engineering was developed, which formed the basis for the planning of large cities in Siberia.
He was awarded two Orders of the Red Banner of Labor , the medal "For Valiant Labor in the Great Patriotic War of 1941-1945" [2] .
From 1962 to 1970 he worked at the Omsk Medical Institute as a professor-consultant at the department of general hygiene.
He died on March 24, 1970 in Omsk .
