Biography

1974 to 1981 - worked as a correspondent, political observer, head of the department of the republican newspaper “Communist” (today - “Voice of Armenia”)

1981 - was transferred to work as an instructor in the Central Committee of the Communist Party of Armenia. Then he worked as the head of the sector of the Central Committee, the assistant to the first secretary of the Central Committee, the head of the general department of the Central Committee of the Communist Party of Armenia. In 1988, he was appointed executive secretary of the Politburo Commission of the Central Committee of the CPSU for the Elimination of the Consequences of the Earthquake in Armenia, headed by the Chairman of the Council of Ministers of the USSR Nikolai Ryzhkov.

1989 - was transferred to work in Moscow in the apparatus of the Central Committee of the CPSU, where he first worked as a consultant, and then as head of the sector. Since September 1991 - consultant to the apparatus of the President of the USSR.

1992 to 1996 - worked as a consultant in the apparatus of the Government of the Russian Federation.

1996 - led the election campaign of the candidate for President of Russia, Chairman of the Party of Workers' Self-Government, Academician Svyatoslav Fedorov. In the same year he was elected a member of the Central Election Commission of the Russian Federation with an advisory vote.

1997 - Vice-President of the TV-6 Moscow Independent Broadcasting Corporation and part-time Director-General of the TV-6 Volna Broadcasting Center and the TV-6 Media Agency.

2000 - after the death of Academician Svyatoslav Fedorov, he was elected chairman of the political party "Russian Party of Workers' Self-Government."

2001 - was elected first deputy chairman of the Political Council of the Russia movement. In the same year he was elected chairman of the Committee for the Presentation of International Prizes named after Academician Svyatoslav Fedorov, which was established on his initiative. Among its laureates are well-known Russian politicians, representatives of science, culture, business and sports.

2004 - Member of the Council of the Federation of the Federal Assembly of the Russian Federation from the People's Khural (Parliament) of the Republic of Kalmykia. In 2005, he was elected deputy chairman of the Federation Council Committee on Local Government.

As a member of the Federation Council, he was a member of the Inter-Parliamentary Commission for Cooperation between the National Assembly of the Republic of Armenia and the Federal Assembly of the Russian Federation.

2006 - was elected President of the Association of Russian-Armenian Business Cooperation (ARADES).

2011 - till present, President, Chairman of the Board of Directors of Amkom

Since 1977, a member of the Union of Journalists of the USSR, and since 1991 a member of the Union of Journalists of Russia.


Criminal prosecution

In June 2006, a provocation was organized against Levon Chakhmakhchyan by the chairman of the board of directors, Alexander Pleshakov. This high-profile case attracted universal attention because it had a tendentious and clearly custom-made, fabricated character from the very beginning.

It began with the fact that the Accounts Chamber, in accordance with its plan for 2005, conducted an audit of the Domodedovo Customs. She revealed a lot of negativity, up to direct thefts. It turned out that Transaero underpaid 7329.9 million rubles to the state budget. (300 million dollars) of import customs duties.

On June 2, 2006, a member of the Federation Council, the head of ARADES, L. Chakhmakhchyan was detained (and soon released) by operatives when he left the Transaero Airlines office, where Alexander Pleshakov invited him. Some media sources claimed that Chakhmakhchyan personally carried a briefcase with labeled notes, according to others - the money in the briefcase was taken out of Pleshakov’s office by Igor Arushanov, ARADES chief accountant. But on the portfolio there were no fingerprints of either the senator or the accountant, and moreover, none of them touched the notes in the case. However, in February 2007, Levon Chakhmakhchyan was arrested.

According to lawyers and analysts, Alexander Pleshakov, a co-owner of Transaero, made a deal with senior security officials who needed to eliminate Chakhmakhchyan. He easily agreed to take part in the provocation against the senator in exchange for exemption from customs duties.

Immediately after the “special operation”, there were reports that Transaero imported the liners legally, won all the courts on this subject and there can be no complaints against it.

Notes

In 2003, by the decision of the Presidium of the National Academy of Sciences of the Republic of Armenia, he was awarded the Academy gold medal and was elected its honorary doctor.

He is an academician of the International Academy of Humanism and the Academy of Management, Medicine and Law named after Svyatoslav Fedorov.

The author of 8 books and 5 reference books. The book "Armenia, 1988. December Tests", published in Moscow in 2002 about the earthquake in Armenia, has been translated into Armenian, English, Spanish and German.

He was awarded the Order of the Badge of Honor, an honorary diploma of the Presidium of the Supreme Council of the Armenian SSR, an honorary diploma of the Council of the Federation of the Federal Assembly of the Russian Federation, a commemorative badge “100th Anniversary of the State Duma”, an honorary diploma of the National Assembly of the Republic of Armenia, thanks to the mayor of Moscow, gratitude from the chairman of the Central Electoral Assembly Commission of the Russian Federation, with a gold medal "For thoughts and deeds, in memory of the 150th anniversary of S.Yu. Witte ”, a medal in memory of the 200th anniversary of the birth of A.S. Pushkin.
