Elections to the National Assembly of the Republic of Dagestan (2011)

Elections to the National Assembly of the Republic of Dagestan of the V convocation were held on the single voting day on March 13, 2011 . Elections were held according to a proportional election system . Candidates were nominated only on party lists . Parties split the lists of their candidates into the republican part and 62 regional groups [1] . In total, 90 mandates were distributed on a single list of candidates in proportion to the number of votes cast for the party.

Election resultFive parties went to the National Assembly: United Russia , Fair Russia , Patriots of Russia , the Communist Party of the Russian Federation and Just Cause .

The elections were held by the Electoral Commission of the Republic of Dagestan, district and precinct election commissions.

All six political parties were admitted to the elections: United Russia, Fair Russia, Patriots of Russia, the Communist Party, the Liberal Democratic Party and the Just Cause. In total, 1083 candidates were registered, thus, on average, almost 12 candidates applied for one mandate.

In January 2011, the electoral commission of Dagestan approved the lists of parties "United Russia", the Communist Party, "Patriots of Russia", LDPR and "Fair Russia" for participating in the elections to the People’s Assembly. [2] “United Russia” nominated 219 candidates, “Patriots of Russia” - 207 candidates, “Communist Party” - 192 candidates, “Fair Russia” - 168 candidates, “LDPR” 148 candidates.

The regional branch of the Just Cause party collected voters' signatures to register a list of candidates.

The regional branch of the Yabloko party in Dagestan decided not to participate in the election campaign. This decision was explained by the lack of real prospects for the election of deputies from the party to the National Assembly. [3]

Legislation

In accordance with the republican law “On the election of deputies of the National Assembly of the Republic of Dagestan”, lists are compiled by regional groups. In municipalities, depending on the number of voters, the number of candidates varies from three to four.

In November 2010, the National Assembly of the 4th convocation adopted a new version of the Law "On the election of deputies of the National Assembly of the Republic of Dagestan." The parliament of the republic of the fourth convocation consisted of 72 deputies, first elected by proportional election system with the division of lists into 53 regional groups. The 2010 amendments increased the number of regional groups from 53 to 62, and as a result, the number of deputies increased from 72 to 90. Nine new regional groups were distributed among the most numerous Dagestan municipalities in order to smooth out the difference in the number of voters per deputy. The number of candidates in the republican part of the party list was increased to 10 people.

The barrier is 7% of the vote. But at the same time, a norm was introduced when a party that did not overcome the 7 percent barrier but received more than 5% of the vote would be given one deputy mandate.

Voter turnout amounted to 1 million 270 thousand 975 people, or 84.84%.

The party “Just Cause” gained 4.04% of the vote with a passing barrier of 5%. The regional branch of the party managed to achieve a recount, as a result of which the "right" received 5.09%, which was enough to get one deputy mandate. The deputy of the party in the parliament of the republic was the head of the regional branch Magomed Shabanov.
