Department of Information and Security (Italy)

The Department of Information and Security ( Italian. Dipartimento delle informazioni per la sicurezza ) is a structural unit of the Information System for Security of the Republic of Italy, which is responsible for monitoring the activities of the Italian special services AISE and AISI , developing administrative procedures and guidelines for ensuring secrecy for employees of various structures, promoting and disseminating a safety culture.

Since April 29, 2016, the Department is headed by Alessandro Pansa.

Content

History

The Department was established in accordance with Law No. 124 of August 3, 2007, according to which the new structure of the Italian intelligence community was introduced, including the transformation of SISDE to AISI , SISMI to AISE , CESIS to the Department of Information and Security , the Parliamentary Committee on Intelligence Monitoring was reorganized into the Parliamentary Committee for Security of the Republic and, in addition, the Interdepartmental Committee for the Security of the Republic was established (CISR).

Organizational Structure

The organizational structure of the Department includes [1] :

  • Central Security Directorate, which deals with the administrative protection of state secrets , including issuing and revoking secret information tolerances;
  • Central Archival Administration - coordinates and monitors the storage of data stored in the archives of the Italian special services;
  • The Inspectorate Office is responsible for overseeing the activities of AISE and AISI, verifying compliance with security laws and regulations, as well as directives and directives of the chairman of the Council of Ministers ;
  • A training center that conducts training in the field of information security for both special services and civilian institutions.

Functions

The functions of the Department are [1] :

  • coordination of all activities in the field of information security, including those related to cybersecurity;
  • continuously receiving and analyzing information on the activities of AISE and AISI and informing the Chairman of the Council of Ministers;
  • collecting and analyzing information prepared by AISE and AISI, other government departments and research institutes;
  • carrying out a strategic analysis or analysis of specific situations, as proposed by the Inter-Ministerial Committee on National Security (CISR) or individual ministers included in it;
  • ensuring the exchange of information between intelligence services and the police.

In addition, dis:

  • supervises the activities of AISE and AISI through the Inspectorate Office;
  • ensures the proper implementation of orders of the Chairman of the Council of Ministers in the field of administrative protection of state secrets and secret documents;
  • develops guidelines for the unified management of DIS, AISE and AISI staff;
  • manages procurement and logistics services for DIS, AISE and AISI;
  • develops plans for the acquisition of human, material and technical resources for AISE and AISI;
  • carries out activities to develop a culture of security and corporate communications .

CEO

Only the Chairman of the Council of Ministers has the right to appoint and remove from office the Director General of the Department, after consulting with the Inter-Ministerial Committee on the Security of the Republic. The term of office of the Director General is four years and may be extended only for one term. The Chairman of the Council of Ministers, after consulting with the Director General, appoints one or more Deputy Directors General.
