Biography
Mikhail Motorin was born on September 16, 1960 in Moscow. In 1982 he graduated from the Moscow Cooperative Institute (MKI) with a degree in Trade Economics.
Work at the Moscow Cooperative Institute
Mikhail Motorin began his career as an assistant at the Department of Trade Economics at the Moscow Institute of International Relations in 1982. In 1986 he entered the graduate school of MKI, which he graduated in 1989, having defended his thesis and received the degree of candidate of economic sciences . From 1989 to 1994, he worked successively as an assistant, senior lecturer, deputy dean and acting Dean of Moscow University of Consumer Cooperation .
Work in government
In 1994-1997, Mikhail Motorin worked as a consultant, head of the sector and then as head of the apparatus of the Committee on Budget, Tax, Banks and Finance of the State Duma (the head of the committee is Mikhail Zadornov ). In December 1995, he ran for the State Duma on the list of Yabloko (failed). In December 1997, Mikhail Motorin became the Deputy Minister of Finance of the Russian Federation , worked as a deputy successively for three finance ministers - Mikhail Zadornov, Mikhail Kasyanov and Alexei Kudrin , coordinated the work of the Tax Policy Department, the Department of Accounting Methodology and Reporting, and the journal “Accounting” [3 ] . In March 1998, he was a member of the Interdepartmental Commission for the Reform of Accounting and Financial Reporting [4] . In May 2004, he left the post of Deputy Minister and headed the Department of Tax and Customs Tariff Policy of the Ministry of Finance , and remained a member of the board of the Ministry of Finance of the Russian Federation. In 2007, he headed the Department of Financial Planning and Financing of the Ministry of Defense of the Russian Federation .
Jobs in Insurance
In 2004, when the Federal Insurance Supervision Service was established, Deputy Minister of Finance Mikhail Motorin was called, along with Senator Ilya Lomakin-Rumyantsev and Head of the Department of Insurance Supervision Minfin Konstantin Pylov, one of the possible candidates for the position of its head (Lomakin-Rumyantsev was appointed) [5] . From December 2009 to February 2019, Mikhail Motorin held the position of First Deputy General Director - Financial Director of IC VTB Insurance LLC, and from March 2010 to February 2019 he was a member of the company's board. He worked actively in associations and unions of insurers , headed the committee on improving taxation of insurance companies of the All-Russian Union of Insurers , and in 2012 joined the Presidium of the Russian Union of Auto Insurers [6] .
From March 26 to June 5, 2013 he temporarily acted as president of the All-Russian Union of Insurers [7] [8] .
Awards and rewards
In 1997 he was awarded the medal of the 850th anniversary of Moscow, in 1999 Mikhail Motorin was thanked by the President of the Russian Federation (for his great contribution to the implementation of state measures to improve accounting, auditing and taxation) [9] , in 2001 he was awarded an honorary diploma of the RF Ministry of Finance.
