Chief Military Council

The Chief Military Council of the Workers 'and Peasants' Red Army is a collegiate body of the People’s Commissariat of Defense of the USSR or the People’s Commissariat of the Navy of the USSR from 1938 to 1941.

1938

The Council of People's Commissars of the USSR and the Central Committee of the All-Union Communist Party (Bolsheviks) adopted a joint Resolution No. 322, dated March 13, 1938, on the formation of the Chief Military Council of the Workers 'and Peasants' Red Army (hereinafter referred to as the GVS RKKA) under the People's Commissariat of the USSR. On March 13, 1938, the People’s Commissar of Defense Marshal of the Soviet Union K. Ye. Voroshilov was appointed Chairman of the GVS RKKA. [3] (03/13/1938 - 07.24.1940)

On March 13, 1938, the following persons were appointed members of the GVS RKKA:

The People's Commissar of Defense of the USSR issued Order No. 68 of March 15, 1938 on the formation of the Chief Military Council of the Workers 'and Peasants' Red Army attached to the NPO of the USSR as a collegial advisory body. [3]

In April 1938, the Chief Military Council of the Navy (hereinafter referred to as the GVS of the Navy) was created at the USSR Commissariat of People's Navy. The GVS of the Navy was a collegial body of the Navy Commissariat. [1] , [2] N. G. Kuznetsov

On July 26, 1938, the GVS RKKA adopted a resolution to convert the Kiev Military District into the Kiev Special Military District (KOVO), and to create army-type groups in the district as follows: Cavalry Army Group , Vinnitsa Army Group , Odessa Army Group , Zhytomyr Army Group . [four]

On July 26, 1938, the GVS RKKA adopted a resolution to transform the Belarusian Military District into the Belarusian Special Military District (hereinafter referred to as BOVO), and in the district to create army-type groups with the following composition: Vitebsk Army Group , Bobruisk Army Group , ....

In September - October 1938, the GVS RKKA conducted measures to bring the Kiev Special Military District troops to combat readiness to provide military assistance to Czechoslovakia .

1939

On September 1, 1939, the Law on Universal Conscription was passed. In accordance with the changed conditions for the recruitment of the USSR Armed Forces, the central military apparatus, local military authorities and other organizational measures are being reorganized. [five]

In his memoirs, G. K. Zhukov wrote that important, fundamental questions of the activities of the army at the People's Commissariat of Defense were considered at the GVS KA. On these issues decisions were made. Issues of particular importance, as a rule, were considered in the presence of the Secretary of the Political Bureau of the Central Committee of the CPSU (b) I. V. Stalin and other members of the Political Bureau of the Central Committee of the CPSU (b) invited to the council. [7]
