Biography

Orthodox. From hereditary nobles.

After graduating from the Medical and Surgical Academy in 1880 he was left at the academy for improvement in science and in 1883 received a master's degree in veterinary science. He attended lectures at the Petrovsky Agricultural Academy (1883-1884).

In 1884-1893 he served in the Moscow Provincial Zemstvo , while working in the laboratory of Professor Erisman at Moscow University . In 1886 he was sent abroad by the Zemstvo to familiarize himself with the methods of combating infectious diseases. He worked in Paris at the Grausch laboratory and in Munich at the Petenkofer laboratory. Then he also served in the Moscow City Administration. Published a number of works on public veterinary medicine and sanitation.

In 1890 he was sent abroad to prepare for a professorship in the Department of Pet Hygiene and Livestock. In 1893 he was elected extraordinary professor of the Kharkov Veterinary Institute , and in 1900 - ordinary professor of the Kiev Polytechnic Institute in the department of livestock. In addition, he lectured at Kiev agricultural courses (1901-1912). In 1911, having risen to the rank of state councilor , he retired and entered the service in the Kiev city administration, where he was an assistant manager of the city sanitary station. Since 1905 he was a member of the cadet party .

In 1912, he was elected to the State Duma by the 2nd Congress of Kyiv City Voters. He was a member of the cadet faction. Consisted of a fellow chairman of the agricultural commission (until December 2, 1916), as well as a member of the commissions: on the execution of the state list of income and expenses, on public education. Entered the Progressive block . He was a member of the Kiev lodge True Union of the Great East of the peoples of Russia . At the 6th (February 1916) and 8th (May 1917) congresses, the cadet party was elected to its Central Committee.

After the February Revolution, he was appointed commissioner of the department for relations with the provinces of the Provisional Committee of the State Duma . On August 14, 1917, he resigned as a member of the State Duma in connection with his election as an ordinary professor at the Kharkov Veterinary Institute.

In 1919 he was elected the vowel of the restored Kharkov City Council , and was a member of the Cadet faction. In 1921, he was involved in the “case of the National Center, ” however, due to his advanced age, he was not punished [1] . After the Civil War, he taught at the agricultural institutes of Kharkov and Kiev.

He was a widower, had three children. He died in 1930 [2] .
