Uttinsky rural municipality is a rural settlement in the Yashkul district of Kalmykia . The administrative center is the village of Utta .

Geography
The Utta SMO is located in the central part of the Yashkul region and borders:
- in the east - with Molodezhnensky and Khulkhutinsky QS ;
- in the south - with the Tavngashunsky SMO ,
- in the west - with the Yashkul and Privolensky QS ,
- in the north - with Erdnievsky SMO of the Justinsky district .
The territory of the settlement is located within the Caspian lowland . The mesorelief is characterized by the presence of rather high manes and wide low-lying spaces between them, the relative heights of the hillocks from 4 to 12 m, a width of 300-500 m. Arrays of sand are found. The microrelief is presented in the form of gophers, humps, saucer-shaped depressions. The Uttinsky QS is characterized by the presence of solonetzes and salt marshes (sagas, Tatars) [1] . The hydrographic network of the QS is not developed.
- Climate
The climate of the North Ossetia is sharply continental with hot and very dry summers and moderately cold and not very snowy winters. The territory is characterized by significant indicators of total solar radiation, expressed by the annual course of air temperature, a small amount of precipitation (average annual amount - 251 mm). A small amount of precipitation in combination with high temperatures determine the dryness of air and soil, and, consequently, a greater frequency of droughts and dry winds . The total number of days with dry winds is 100 - 120 days [1]
- The soil
Soils are formed on young rocks of the Caspian sea stratum and therefore are characterized by high residual salinity. The main type of soil distributed on the territory of the NSR is brown semi-desert alkaline soils, which occur mainly in complexes with alkaline soils [1] .

As of January 1, 2012, the population of the Utta SMO was 806 people. The maximum population was observed in anticipation of the 90s, after which it was steadily declining. In recent years, the population has stabilized at around 800 people. As of 2012, 483 people are of working age in the Utta SMO. Children in the total population were 25%, people over working age - 15% [1] .
- National composition
The ethnic composition is diverse and represented by more than 10 nationalities. Kalmyks dominate - 33%, Kazakhs - 30.5%, and Dargins - 13% [1] .

Economics
Agricultural production occupies a leading position in the economy of the Utta SMO. In the agricultural sector, livestock dominates. In the settlement operates SPK "Kharahusovsky", 44 LPH and 46 KHF [1] .
Transport Infrastructure
The settlement crosses the federal highway P216 ( Astrakhan - Elista - Stavropol ).
