Upon completion of the course at the Kazan 1st Gymnasium, he entered the Kazan University in the Faculty of Physics and Mathematics, where he graduated from the course in 1890 with the degree of candidate. In 1891, left for two years at the university to prepare for a professorship in the Department of Physics and Meteorology. From then on, his classes began in the meteorological office, where, among other classes, he helped in conducting internships for students.
At the same time he was an observer at the Kazan Magnetic and Meteorological Observatory. In 1892 he was appointed a physicist to the St. Petersburg main physical observatory. In 1901 he prepared works on the description of the complex climatic characteristics of the eastern provinces of Russia [1] . Collaborated with the Kazan newspaper Volzhsky Vestnik.
In October 1902, the Council of the Ekaterinoslav Higher Mining School chose Kotelov as a teacher of physics. From January 1903 he began teaching at this institution of higher education, being in December 1903 elected by the council an extraordinary professor of physics.
