Content
Biography
From the peasants of the Arkhansky volost of Vesyegonsk district [1] [2] . Father is a volost foreman . Russian nationality [3] , according to other sources - Karelian by origin [4] .
Education
He graduated from the theological school as the first student [1] . After which he entered the service as assistant volost clerk. Having saved money, I was able to enter the Tver Theological Seminary [1] . After graduating from seminary, he entered the Demidov Law Lyceum in Yaroslavl and graduated from it in 1885.
Family
A. S. Medvedev, a peasant by origin was an educated man and married a landowner from the village of Grishkino. Thus, he himself acquired the rank of landowner. He owned 334 tithes of the earth. Medvedev ceded part of his lands to peasants from the villages of Feddevo, Milush, and Clay [1] .
Service
He served in the statistical department of the Tver Provincial Zemstvo. Member of the Tver Provincial Zemstvo Council, later its secretary. In 1885-1893 served as an insurance agent for the Vesyegonsk district of the Tver province. Then he served as an insurance agent for the Tver Provincial Zemstvo. In 1886-1891 was an assistant secretary of the Vesyegonsk congress of magistrates. From 1894 to 1900, the vowel of the Tver Provincial Zemstvo.
Medvedev devoted much attention to setting up a zemstvo school business in Vesyegonsk district. Thanks to his efforts in 1894, 32 zemstvo schools were additionally opened in this county. A. Medvedev attended the opening of each of them [1] .
In 1895, he signed the address of the Tver Zemstvo on the need to introduce representative institutions in Russia. In 1897 [5] , he was forced to leave the service in the zemstvo "at the request", but remained the vowel of the zemstvo assembly.
Community Activities
In May 1887, literary evenings were held at Medvedev’s house. He was friendly with the famous public figure Prince Dmitry Shakhovsky [6] . In 1899, Medvedev took part in the organization of assistance to the starving in the Samara province. From this begins the fame of A. S. Medvedev as a public figure [7] . He took part in the construction of the Commercial School in Samara. One of the organizers of the Setlement society in Moscow [1] .
He was present on October 17, 1905 during the pogrom of the black hundred administration building, was severely beaten [5] . Later in his speech in the Duma, Medvedev said:
In the beginning they wanted to burn us in a fire, and then they called us to the slaughter; when we went out we were beaten, and only after beating did we begin to extinguish the fire. Then they plundered the Zemstvo house. Zemstvo suffered up to 40 thousand losses, and many important papers disappeared. <...> Those who beat us, they say, should have received one ruble each, but received only 35 kopecks. <...> I have recently healed wounds and broken ribs [1] .
Political Activities
Member of the Union of Liberation. He was one of the founders of the [5] Constitutional Democratic Party, but his political views were somewhat to the left of the People’s Freedom Party [7] .
March 26, 1906 was elected to the 1st State Duma from the total electors of the Tver Provincial Electoral Assembly. He was a member of the Constitutional Democratic Faction. May 15 elected her secretary [8] . Secretary of the Agrarian Commission, member of the Publishing Commission. He signed bills: “42” on the agrarian issue, “On Civil Equality” and “On Assemblies”. He spoke in the debate on the discussion of the return address, on the issue of personal integrity and the abolition of the death penalty. He made a proposal to transfer the application for the formation of the Commission for the investigation of illegal actions of officials to the Commission of “19”.
On July 10, 1906, in the city of Vyborg, he signed the Vyborg Appeal and was convicted under Art. 129, part 1, paragraphs 51 and 3 of the Criminal Code [7] , sentenced to 3 months in prison and deprived of the right to run for any elected office.
For expulsion, Medvedev was appointed Samara. On the eve of his departure to Samara, he watched the construction of the Grishkinskaya elementary school building, which was being built at his expense. Right at the construction site, Medvedev suffered a blow. Seven days later he passed away. He was buried in the cemetery with. Makarova with a large gathering of peasants from several neighboring rural districts [1] . The grave has been preserved [9] .
