The Association of Siberian and Far Eastern Cities (ASDH) is a voluntary organization of inter-municipal cooperation between the cities of Siberia and the Far East, formed in 1986. The Association's activity is to promote the socio-economic development of municipalities, the organization of local self-government and inter-municipal cooperation.
Content
History
The Association of Siberian and Far Eastern cities was created in the first year of perestroika , in 1986, when administrative, socio-economic systems were reformed, ideology changed. City leaders even then began to realize that all the problems of the transition period would have to be solved at the municipal level, and it was then that the scientists of the Institute of Economics of the SB RAS decided to hold a small conference on emerging problems with the participation of the heads of several Siberian cities. The meeting place was the village of Listvyanka, Irkutsk region . There, it was decided to deal with urban problems together.
Over the years of its existence, the Association of Siberian and Far Eastern cities has turned into a powerful and effective mechanism of inter-municipal cooperation. There were many difficult moments in the history of the ASDH, but it always found adequate forms of work in the changing conditions.
Activities
- In 1989, the Association established the Siberian Fair self-supporting exhibition center. Gradually, the Siberian Fair became one of the largest exhibition centers in the country, producing more than 100 industrial exhibitions a year. [one]
- In 1992, the Association created the ASDG Information Network to provide local governments with up-to-date information via computer modem communication channels - the only interregional municipal information network in Russia that has information and computer banks of regulatory and administrative documents of local self-government and constituent entities of the Russian Federation, including reference information on the socio-economic development of the cities of Siberia, the Far East and, in part, the Urals. - In 1993, the Association was the first in Russia to introduce a system for organizing the exchange of experience in resolving issues of local importance, and the development of municipal employees. [2]
- In 2000-2001, the Association actively participated in the development of Federal Law No. 131-ФЗ “On General Principles of the Organization of Local Self-Government in the Russian Federation”. [2]
- In 2004, the Association took part in the creation of the Siberian Agreement interregional association, which formed a platform for horizontal interaction between Siberian regions. [3]
- In 2006, the Association initiated monitoring of the implementation of priority national projects at the municipal level. The result of this initiative was the first large-scale sociological study on this topic in Russian municipalities. [one]
- Since 2008, the Association began to issue, together with the All-Russian Congress of Municipalities, the “Local Government Newsletter”, thereby becoming the All-Russian information center for municipalities. [four]
- In 2010 and 2011, the Association, together with the Siberian Branch of the Russian Academy of Sciences, held an open interregional competition of innovative energy saving projects. [five]
In December 2017, the Association of Siberian and Far Eastern Cities began to conduct continuing education courses for continuing education programs.
