In early August 1904, the Odessa Naval Battalion was created on the basis of the Odessa Free Sea Company, commanded by Kh. F. Stamatyev [2] . In early September of that year, Captain Stamatyev was appointed commander of the rowing company Morbat. In 1906, with the rank of lieutenant colonel, he became assistant commander of the Odessa Naval Battalion [2] .

Participating in the Odessa Aero Club ( founded in March 1908 ), H. Stamatiev was his pilot and the head of the aeronautical park, took part in the organization of the military aviation class at the KLA and the development of his training program. After the opening of an air class in 1910 (in 1911 transformed into an Odessa aviation school), he became its head [3] .

Among the first Farman system airplanes built in the Russian Empire were airplanes created in the workshops of the Odessa Aero Club, the construction of which was coordinated by Lt. Col. Stamatiev. On December 17 (30), 1910, the KLA committee ordered Kh. F. Stamatyev to build two Farman airplanes by the forces of Odessa Morbat technicians. On April 14 (27), 1911, the first Farman IV was tested by the pilot Nikolai Petrovich Kostin [4] . In the newspaper Odessa News, No. 8393, which was published on Friday, April 15 (28), 1911, in the column “Sports”, the article “Flight of Kostin” [5] was posted:

Yesterday, the first apparatus (Farman system), built by the ranks of the naval battalion, was tested at the racetrack of the running society. Motor "Gnome" of 50 forces was purchased with donations from the president of the flying club Arthur Antonovich Anatr. The flight was made by aviator Kostin. After a smooth rise, Mr. Kostin rose to a height of 100 meters, made a circle and sank. The device is remarkable for its lightness.

After the outbreak of World War I , from September 22, 1914, Kh. F. Stamatiev became the commander of the 6th aviation company, stationed in Odessa [6] . December 16, 1915 he was appointed head of the Officer School of Aviation in Kache ( Sevastopol ), on the basis of which in the spring of 1916 "Sevastopol of His Imperial Highness Grand Duke Alexander Mikhailovich Military Aviation School" was formed [6] . At the same time, H. Stamatyev was the chief editor of the military pilot and military aviation magazine “Military Pilot” (published twice a month in 1916–1917) [7] . After the February Revolution, he was removed from the post of chief of a flight school [8] .

In 1918-1920 Lieutenant Colonel Kh. F. Stamatyev served in the command command of Yalta. He was shot in Bagreevka among the victims of the mass executions of 1920. The death sentence by order of the emergency trio of the Crimean strike group of the special divisions of the Cheka in the RCS of the Southern and South-Western Fronts was pronounced twice:

  • dated December 7, 1920 [9] by a troika composed of the Chairman Chernabryvoy, members of Udris and Gunko-Gorkunov [10] .
  • dated December 10, 1920 [11] by a troika composed of Chairman Udris, members of Agafonov (responsible for the execution of the sentence within 24 hours) and Tolmats [12] .
