Biography
From the townspeople of the city of Bezhetsk . He studied at the medical faculty of Moscow University . Due to his participation in student organizations, he was under secret surveillance for 2 years [3] . According to one source, he was expelled for involvement in a political case; according to other sources, he graduated from the university in 1894 [4] [5] . He was in charge of the medical-food station in the Kherson province . Later for 8 years he served in the Voronezh Zemstvo. Then for 3 years he was a zemstvo insurance agent in the city of Bezhetsk, Tver province. There he worked as an assistant secretary of the county zemstvo council. He worked at resettlement points and at points of agricultural workers [3] . According to some sources, a member of the party of People’s Freedom [1] , according to others, it did not officially belong to it [5] and is characterized as non-partisan [3] . According to political views, it was to the left of the cadet party [6] .
March 26, 1906 was elected to the State Duma of the I convocation of the total electors of the Tver Provincial Electoral Assembly. He was a member of the Constitutional Democratic Faction. He signed the bill "42" on the agricultural issue, the bill "On Civil Equality" and the bill "On Assemblies." He spoke on the abolition of the death penalty.
On July 10, 1906, he signed the Vyborg Appeal and was later convicted under Art. 129, part 1, paragraphs 51 and 3 of the Criminal Code [6] , sentenced to 3 months in prison and deprived of the right to run for any elected office.
In July 1917 he was elected the vowel of the Kiev City Duma according to the list of cadets [7] . The further fate is unknown.
